Quick answer: Arkansas DHS's Division of County Operations runs SNAP through Access Arkansas.
Households without a senior or disabled member must stay under 130% of poverty, $3,575 a month for four from October 1, 2026, and savings count, with a one-time $5,500 limit for 12 months. Since July 1, 2026, SNAP cannot buy soda, candy or sugary drinks.
Eligibility
One gross line for most Arkansans: 130%, with no state boost
Arkansas never lifted its SNAP income ceiling the way most states have. A household with no senior or disabled member must stay at or under 130% of poverty before deductions: $1,729 for one person and $3,575 for four, starting October 1, 2026. The state's broad-based option loosens savings, not income.
| Household | Gross limit (130%) | Net limit | Max benefit |
|---|---|---|---|
| 1 person | $1,729 | $1,330 | $306 |
| 2 people | $2,345 | $1,804 | $562 |
| 3 people | $2,960 | $2,277 | $808 |
| 4 people | $3,575 | $2,750 | $1,023 |
| 5 people | $4,191 | $3,224 | $1,217 |
| 6 people | $4,806 | $3,697 | $1,463 |
| 7 people | $5,421 | $4,170 | $1,616 |
| 8 people | $6,037 | $4,644 | $1,841 |
Each extra person adds $616 to the gross limit, $474 to the net limit and $225 to the maximum benefit.
Gross limit rule: Arkansas DHS: SNAP Quick Reference Guide, October 2026 to September 2027. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 28, 2026.
These are USDA's FY2027 figures at 130% of poverty, and DHS's Quick Reference Guide for October 2026 to September 2027 prints the same amounts. USDA's BBCE chart lists Arkansas at 130% for households without a senior or disabled member, so no higher column applies.
If anyone in the home is 60 or older or disabled, DCO skips the gross test and checks only the 100% net line. USDA's BBCE chart extends Arkansas's brochure program to those households up to 165% of poverty, which is what opens the $5,500 savings limit to them.
Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.
- 1Gross income of $2,675 sits under $3,575, Arkansas's 130% ceiling for a home of four. The $4,200 saved is over the regular $3,000 cap, so the family uses Arkansas's one-time $5,500 limit, which covers that balance for 12 months in a row.
- 2DCO knocks 20% off the paycheck ($500) and subtracts the $229 standard amount for four, landing on $1,946. Housing costs above $973, half of what remains, count here: the $1,050 rent exceeds it by $77, and DCO deducts all of it. Because the landlord pays every utility, Arkansas adds no utility standard here.
- 3What is left, $1,869, is net income, under the $2,750 net line for four. Thirty percent of it, $561, is taken from $1,023, the most four people can get, so roughly $462 posts to the Arkansas EBT card on the date set by the last digit of the applicant's Social Security number.
- 4Once the 12 months are used, the $3,000 cap returns. If the account still holds $4,200 then, the case would close unless the family qualifies another way, and the $5,500 limit cannot be used again for five years.
Follow each step of the SNAP benefit formula.
The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies. In Arkansas, since July 1, 2026, also soda (diet included), candy, energy drinks, sweetened ready-to-drink coffee and tea, and juice drinks under 50% real juice.

SNAP lands between the 4th and 13th, keyed to your SSN's last digit
Arkansas posts SNAP on eight dates between the 4th and the 13th, set by the last digit of the client's Social Security number. Digits 0 and 1 share the 4th and digits 2 and 3 share the 5th; nothing posts on the 6th or 7th.
| Last digit of the client's SSN | Benefits arrive |
|---|---|
| 0 or 1 | 4th |
| 2 or 3 | 5th |
| 4 | 8th |
| 5 | 9th |
| 6 | 10th |
| 7 | 11th |
| 8 | 12th |
| 9 | 13th |
DHS's EBT FAQ says unspent benefits stay on the card for one full year from the date they were authorized or last used, whichever is later. Call 800-997-9999 at any hour for the balance or your last 10 transactions.

Get started
Access Arkansas online, form DCO-0004, or your DHS county office
Register on Access Arkansas to apply, upload documents and read notices online. You can also print form DCO-0004, offered in English, Spanish and Marshallese, and take it or mail it to your DHS county office. The SNAP manual accepts applications in person, by mail or electronically.
Every application includes an interview with a DHS eligibility worker, held by phone, video or face to face. Since a 2022 manual change made under Act 780 of 2021, an in-person interview happens when the household asks for one.
File even if papers are missing: the SNAP manual says the eligibility worker gathers proof of income, resources and who lives with you, and DHS must help you obtain verification when you need it. Each member who wants benefits must give a Social Security number or apply for one.
DHS must approve or deny within 30 calendar days of logging your application; online forms sent after closing get the next workday's date. A household with $100 or less in liquid resources and under $150 in monthly gross income, among others, must have benefits by the seventh calendar day.
What the SNAP Nutrition Waiver keeps off Arkansas receipts
USDA approved Arkansas's request on June 10, 2025 as a two-year demonstration starting July 1, 2026, and approved changes to its food definitions on May 12, 2026. Unlike the five state waivers a federal court vacated in June 2026, among them Iowa's and West Virginia's, Arkansas's rule is in force today.
Off limits: candy and gum, regular and diet soda, energy drinks, fruit and vegetable drinks under 50% real juice, and ready-to-drink coffee and tea with sugar or artificial sweeteners. DHS's rule of thumb is that anything in the checkout candy rack, or the same product in a multipack, is out.
Still allowed: baby formula, nutritional supplement drinks, 100% juice, milk, unsweetened coffee, sugar-free tea, mineral water and unsweetened sparkling water. Baking supplies such as flour, icing, sugar and cooking chocolate also stay eligible.
Restricted items in your cart must be paid for separately with cash or a card. Online grocery orders follow the rules of the state where the cardholder lives, while in-person shopping in another state follows that state's rules.
The $5,500 savings limit you get once every five years
Most states use broad-based categorical eligibility to drop the savings test entirely. Arkansas uses it more narrowly: a household that gets the state's non-cash TANF brochure benefit may hold up to $5,500 in countable resources, but only for 12 consecutive months.
After those 12 months the standard limits return, $3,000 for most homes and $4,750 when a member is 60 or older or disabled, and the higher limit cannot be granted again for five years. The SNAP manual section adding this rule took effect July 1, 2025.
Countable resources include cash, checking and savings balances, stocks, bonds, mutual funds and property other than your home. Life insurance, burial plots, irrevocable burial plans, tax-preferred retirement and some education savings accounts are not counted.
Households where every member gets SSI, or where at least one member gets TEA cash assistance, are categorically eligible in the traditional sense and do not face the income or resource limits at all.

Arkansas's two work tiers and the 1, 6 and 12 month penalties
The General Work Requirements cover people 16 to 59: accept a job offer, keep at least 30 hours a week, answer DHS questions about work, and finish any assigned E&T hours. Caring for a child under 6, getting or applying for unemployment, or attending school half time are among the exemptions.
Breaking those rules without good cause stops SNAP for 1 month the first time, 6 months the second, and 12 months for each later violation. Good cause includes illness, or no transportation or child care for a child under 12.
The Requirement to Work applies to adults 18 through 64 who can work and have no child under 14 at home. They get 3 months of SNAP in 3 years unless they log 80 hours a month in work, volunteering, E&T or another work program, or join workfare.
If your hours fall under 80, call your county office within 10 days. After using the 3 months, you can earn 3 more, once per 3-year period, by working 80 hours within 30 days in a row; those months must be used back to back.

Your Arkansas EBT card, its PIN and the ebtEDGE New app
New cards are mailed automatically once a case is approved and should arrive within three to five business days. Pick a four-digit PIN by calling 800-997-9999. If your case closes and later reopens, you keep using the same card and PIN.
Entering a wrong PIN four times in a row locks the account until the next day. DHS warns that benefits taken after a PIN is shared will not be replaced, so never write the PIN on the card or keep it with the card.
After a change of EBT vendor, the free ebtEDGE New app replaced ConnectEBT for Arkansas users. It manages your SNAP balance and can lock the card against thieves; search for ebtEDGE New in the Apple or Google Play store.

Six-month renewals and the 30-day grace period after Act 780
Act 780 of 2021 required six-month certification periods for limited reporting households, and DHS moved those cases to six months starting September 1, 2022. The same rule change made face-to-face interviews something the household requests.
If your certification runs out or your case closes, reapply within 30 days of the last day of that month. After 30 days, DHS treats the form as a brand-new initial application. Late renewals inside the window are still screened for 7-day expedited service.
Applications that reach DHS through the Social Security Administration are also screened for Arkansas's Elderly Simplified Application Project (ESAP), and expedited cases from that route follow the same 7-day clock.

Requesting an Arkansas SNAP hearing within 90 days
For a SNAP denial or a case closure, send your hearing request within 90 calendar days of the date on the letter. Use form DHS-1200 or write a letter, and email it to DHS.Appeals@dhs.arkansas.gov or mail it to the Office of Appeals and Hearings, P.O. Box 1437, Slot S101, Little Rock, AR 72203-1437.
Medicaid and TEA have a 30-day deadline, so if a single notice covers several programs, do not let the longer SNAP window lull you. The same DHS-1200 form works for all of them.
If DHS decides not to expedite your application, you can ask for an agency conference, which must be offered within two working days and is attended by a supervisor. It does not replace or delay a hearing you have requested.

Arkansas specifics: Marshallese forms, Access Anywhere, stale PDFs
DHS publishes the SNAP application and its waiver pages in Spanish and Marshallese as well as English. For TTY help, call 800-285-1131 in English or 866-656-1842 in Spanish, or go through Arkansas Relay.
Instead of waiting on hold, you can send a question through DHS's Access Anywhere form with your case number and county. DHS says workers in offices across the state can open your case, so you are not tied to one caseworker.
The DHS SNAP menu still links to the FY2026 Quick Reference PDF. The Quick Reference Guide web page and the separate FY2027 PDF are current for October 2026 to September 2027 and show the $4,750 limit for senior or disabled households.

Savings count in Arkansas, with one 12-month exception: DCO caps countable resources at $3,000, or $4,750 with someone 60 or older or disabled.
Households under the 130% gross line (165% with a senior or disabled member) may instead use a $5,500 limit for 12 months in a row, once every five years. Your home, one vehicle, retirement accounts and burial plots are excluded.

From October 1, 2026, a household of four with no senior or disabled member can have up to $3,575 a month in gross income and $2,750 in net income. If a member is 60 or older or disabled, only the $2,750 net test applies. The most four people can receive is $1,023 a month.
Yes. The limit is $3,000, or $4,750 with a member who is 60 or older or disabled. Any household can instead use a $5,500 limit for 12 consecutive months, but only once every five years. Your home, one vehicle and retirement accounts are not counted.
No. Since July 1, 2026, Arkansas SNAP and Summer EBT cannot buy soda (diet included), energy drinks, candy, sweetened ready-to-drink coffee or tea, or juice drinks under 50% real juice. Baby formula and nutritional supplement drinks are still allowed. Pay for restricted items separately.
It depends on the last digit of the client's Social Security number: 0 or 1 on the 4th, 2 or 3 on the 5th, 4 on the 8th, 5 on the 9th, 6 on the 10th, 7 on the 11th, 8 on the 12th and 9 on the 13th of each month.
Call the EBT Help Desk at 800-997-9999, open 24 hours a day, or use the free ebtEDGE New app, which replaced ConnectEBT for Arkansas users. The Help Desk also lists your last 10 transactions and replaces lost, stolen or damaged cards.
In person, the rules of the state you are shopping in apply. Online grocery orders follow the rules of the state where the cardholder lives, so an Arkansas card ordering online stays under Arkansas's restrictions.
Yes, once in the same 3-year period. Adults 18 through 64 under the Requirement to Work can regain 3 more months by working 80 hours within 30 days in a row. Those months are issued back to back, so if the case closes early, the unused months are lost.
90 calendar days from the date on the notice, for both denials and case closures. Send form DHS-1200 or a letter to DHS.Appeals@dhs.arkansas.gov or to the Office of Appeals and Hearings, P.O. Box 1437, Slot S101, Little Rock, AR 72203-1437.
