Quick answer: Hawaii runs SNAP through the DHS Benefit, Employment and Support Services Division on its own federal tables.
From October 1, 2026, most households can earn up to 200% of Hawaii's poverty scale, $6,326 a month for four, with no asset test and no net test. The top benefit for four fell to $1,655, and deposits land on the 3rd or 5th.

Hawaii income lines: 200% for most, on the islands' own scale
DHS posts two gross columns that took over on October 1, 2026, the 130% line and the 200% BBCE line, and both are built on Hawaii's own poverty scale, which runs higher than the one used for the 48 contiguous states. Most applicants are checked against the 200% column shown here.
| Household | Gross limit (200%) | Net limit | Max benefit |
|---|---|---|---|
| 1 person | $3,060 | $1,530 | $496 |
| 2 people | $4,150 | $2,075 | $910 |
| 3 people | $5,238 | $2,619 | $1,307 |
| 4 people | $6,326 | $3,163 | $1,655 |
| 5 people | $7,414 | $3,707 | $1,969 |
| 6 people | $8,502 | $4,251 | $2,367 |
| 7 people | $9,590 | $4,795 | $2,615 |
| 8 people | $10,680 | $5,340 | $2,979 |
Each extra person adds $545 to the net limit and $364 to the maximum benefit.
Gross limit rule: Hawaii DHS BESSD: SNAP gross income standards, effective 10/1/2026. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 26, 2026.
A home where a member has been disqualified from SNAP may not get BBCE. Then Hawaii's 130% line applies, $1,989 for a single applicant or $4,112 with four people at home, along with the net test and the federal asset limit.
These are the DHS figures for October 1, 2026 onward, printed beside the 130% column on its SNAP eligibility page. Above eight people the 200% line rises $1,090 per person.
Outside BBCE, a household with someone 60 or older or disabled skips the gross test and is held only to Hawaii's net line, $3,163 a month for four. Homes where everyone gets TANF or SSI cash are eligible outright, with no income or asset limit.
Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.
- 1Pay of $3,800 is above the 130% Hawaii cutoff of $3,404 for three, but BBCE raises the limit to $5,238, and since February 1, 2025 BBCE households are not held to the net income test either.
- 2DHS takes 20% off earnings ($760), then the $306 Hawaii standard deduction, leaving $2,734. Half of that is $1,367, so the $2,300 rent runs $933 over. That stays under Hawaii's $1,036 shelter cap, so the full $933 is deducted.
- 3After both deductions the household nets $1,801. DHS subtracts 30% of that, $541, from the $1,307 Hawaii maximum for three people, which leaves roughly $766 loaded each month.

Payment schedule
Two deposit days: the 3rd or the 5th
Hawaii splits deposits into just two days, set by the first letter of the client's last name. Names starting A through I get benefits on the 3rd calendar day of the month, and J through Z on the 5th. Households that have cash aid sent to a bank account get their SNAP on the 1st.
| Last name begins with | Benefits arrive |
|---|---|
| A to I | 3rd |
| J to Z | 5th |
| Cash aid by direct deposit | 1st (SNAP) |
The dates are calendar days, so they hold on weekends. Check the balance at ebtEDGE.com or by calling FIS at 1-888-328-4292. Cash aid sent to a bank account posts on the 3rd banking day.

Get started
PAIS online or a DHS 1240 at a Processing Center
Apply online through PAIS, which also handles renewals and gives you a confirmation code to keep. Or print the DHS 1240 paper application, sign it, and mail it or drop it at any DHS Processing Center. If you can only fill in your name and address and sign, turn it in anyway to lock in your filing date.
Every applicant must be interviewed before benefits start, usually by phone. DHS mails a notice with your date and time, which can take up to a week to arrive. On that day, call 1-855-643-1643 and say "Interview" or press 1, with your case number and the last four digits of your Social Security number ready.
Keep the paperwork DHS asks for within reach during the call: birth certificates or a government issued ID, recent paystubs, bank statements and utility bills. If you have no phone, you can walk in to a Processing Center on your interview date, Monday to Friday, 8:30 a.m. to 3:30 p.m.
Households can get SNAP within 7 calendar days if income is under $150 with $100 or less in cash and accounts, if rent and utilities exceed income and cash, or for some seasonal farmworkers. If you miss the interview and do not reschedule by day 30 after filing, DHS denies the application.
Hawaii has its own federal SNAP standards
USDA sets separate SNAP figures for Hawaii because costs there differ from the mainland. For October 1, 2026 to September 30, 2027, the 130% gross line for four is $4,112, against $3,575 in the 48 contiguous states, and the net line for four is $3,163.
Deductions are larger too. The standard deduction is $306 a month for one to four people, $309 for five and $354 for six or more. The excess shelter cap is $1,036, and Hawaii's utility allowance varies by household size, which only a handful of states do.
Even the floor differs: an eligible one or two person Hawaii household gets at least $40 a month, where the mainland minimum is $25.

The top benefit is shrinking each year through 2029
Hawaii is the one place where the October 2026 update cut maximums. After a regional food cost study found Hawaii's Thrifty Food Plan cheaper than first measured, USDA began trimming allotments, and DHS says yearly cuts continue until FFY 2029.
For one person the maximum went from $506 to $496, and for four from $1,689 to $1,655. DHS puts the average drop at $8.55 per person and suggests reporting rent, utilities, child care and medical costs for older or disabled members to keep deductions as high as possible.

Under BBCE, no asset test and no net income test
Most applicants qualify for broad-based categorical eligibility once they receive the DHS 1464 TANF brochure. That lifts the gross line to 200% of poverty and removes any asset limit. Since February 1, 2025, Hawaii also stopped applying the net income test to BBCE households.
The intake worker places each household in one of three eligibility standards. DHS calls its posted chart a reference only, so a household near a line should still apply and let the worker decide.
Soft drinks drop off the SNAP list April 1, 2027
USDA approved a Hawaii demonstration on December 10, 2025 that removes soft drinks from what SNAP can buy. The start was first set for August 1, 2026, and USDA later agreed to move it to April 1, 2027.
A soft drink here means a nonalcoholic drink made with carbonated water and more than 10 grams of sugar per serving. Drinks with milk, soy, rice or other milk substitutes, or more than 50% fruit or vegetable juice, stay eligible. Unlike some states, Hawaii's waiver does not cover candy.
How to get through the interview phone line
DHS asks applicants not to call or walk in before the interview notice arrives. Call on your scheduled date, since those callers get top priority. When on hold you are offered a voicemail every 15 minutes, and leaving one creates a record that you called.
Hanging up and redialing does not log a callback. Leave your name, case number, phone number and reason for calling. A worker calls back from 1-855-643-1643 or a blocked number that may show as Public Assistance, tries twice, and can take up to a week to return a message.

Ten days to report a change, on paper only
Report a move, a new or departed household member, a change in total resources, or a change in earned or unearned income or its source within 10 days. For income, the 10 days run from the first payment. Changes in a legal duty to pay child support count too.
Use the DHS 1470 Change Report Form and bring or mail it to a Processing Center, because DHS cannot take change reports online yet. Households on change reporting must report unearned income changes over $150.

Ninety days to challenge a DHS decision
Hawaii's rule lets a household request a hearing on any action or loss of benefits from the prior 90 days. You can also ask DHS at any time to review your file for lost benefits from the past 12 months, and dispute your current benefit level at any point in the certification period.
For SNAP the request can be oral or written, and the DHS 1461 Request for a Hearing form goes to a Processing Center in person or by mail. The Legal Aid Society of Hawaii, or anyone you choose, can help you through it.

Island details: one card, mailed PINs, closed lobbies
Approved households get the EBT card by mail at the primary member's address, usually 5 to 7 days after approval. It arrives active, but you must call FIS at 1-888-328-4292 to set a PIN before the first purchase.
One Hawaii EBT card can carry SNAP, cash aid such as TANF, General Assistance or AABD, and a child care subsidy, so one PIN covers all of them.
DHS estimates SNAP helped 162,475 Hawaii residents in 81,875 households during state fiscal year 2026.
Processing Centers serve Oahu, Kauai, Maui, Molokai, Lanai and Hawaii Island, and some lobbies, including the Kohala office, stay closed until further notice. Every center lists its own fax number and email address on the DHS locations page.
No savings cap under BBCE: Hawaii applies an unlimited asset standard to households that qualify through BBCE, so a savings account or a second car does not block approval. A household shut out of BBCE is held to the federal limits for this year: $3,000, or $4,750 if anyone in the home is 60 or older or disabled.
Work rules: Adults 16 to 59 who can work must register, join E&T if assigned, and not quit or cut below 30 hours a week without good reason. Able-bodied adults without dependents need 80 hours a month of work or training after 3 months, and USDA lists no Hawaii area with a waiver as of October 1, 2026.

Frequently asked questions
Hawaii SNAP questions, answered from DHS and USDA rules
Most households qualify through BBCE, which allows gross income up to 200% of Hawaii's poverty scale: $3,060 a month for one person, $4,150 for two, $5,238 for three and $6,326 for four, plus $1,090 per extra person, from October 1, 2026.
A USDA food cost study found Hawaii's Thrifty Food Plan cost less than first measured, so maximums are being lowered each year through FFY 2029. For a family of four the most fell from $1,689 to $1,655 a month on October 1, 2026.
From October 1, 2026: $496 for one person, $910 for two, $1,307 for three, $1,655 for four, $1,969 for five and $2,367 for six. Each person past eight adds $364. Eligible one and two person households get at least $40.
Not for households that qualify through BBCE, which DHS says most do. A household outside BBCE, for example one with a disqualified member, faces the federal limit of $3,000, or $4,750 with a member 60 or older or disabled.
