Quick answer: Idaho's Department of Health and Welfare calls SNAP food stamps and loads it on the Idaho Quest Card between the 1st and 10th, by the last digit of your birth year.

Gross income must stay under 130% of poverty, $3,575 a month for four from October 1, 2026. Candy and soda have been blocked since February 15, 2026, and idalink handles changes, not new applications.

Eligibility

Idaho's income line stays at 130% of poverty

DHW holds pay before deductions up to the left-hand dollar figures. Income after deductions has to clear the middle figures too, and the right-hand figures cap what a Quest Card can receive each month, using figures dated October 1, 2026. Idaho adds no higher state line to the federal 130%.

Idaho Food Stamps (SNAP) gross and net monthly income limits and maximum monthly benefit by household size

1 person$1,729$1,330$306
2 people$2,345$1,804$562
3 people$2,960$2,277$808
4 people$3,575$2,750$1,023
5 people$4,191$3,224$1,217
6 people$4,806$3,697$1,463
7 people$5,421$4,170$1,616
8 people$6,037$4,644$1,841

Each extra person adds $616 to the gross limit, $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: USDA FNA: Broad-Based Categorical Eligibility chart (June 29, 2026). Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 30, 2026.

Idaho does use broad-based categorical eligibility, but its version keeps the gross line at 130%, so $3,575 for four applies either way. What BBCE changes in Idaho is the savings cap, covered below.

The gross column is USDA's FY2027 130% table. DHW's Apply for SNAP page prints the same amounts for 1 to 7 people, but shows $6.037 for 8 and adds $474 per extra person, which is the net-limit step; the gross step is $616.

A household with a member who is 60 or older or receives disability benefits is measured on net income alone, after deductions, and its shelter deduction has no cap.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

Four people in Nampa living on one paycheck of $2,500, with power, water and gas built into a $1,700 lease
  1. 1$2,500 sits under Idaho's ceiling of $3,575 for four, so DHW keeps going. Wages get a 20% break worth $500, leaving $2,000; a family of four then subtracts $229, which brings countable income to $1,771.
  2. 2With utilities folded into the lease and no separate bill, this example adds no utility allowance. Rent of $1,700 is $814.50 more than half of income, but because no member is elderly or has a disability, Idaho can only credit $769 of that excess.
  3. 3Countable income lands at $1,002, and DHW expects $301 of it, a rounded-up 30%, to go toward food. Subtract that from the $1,023 four-person maximum and about $722 would land on the Idaho Quest Card, on whichever day from the 1st to the 10th matches the final number of the cardholder's birth year.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies. In Idaho, also no candy or soda (sweetened drinks) since February 15, 2026, with no medical exemption.

Payment schedule

Quest Card deposits follow the last digit of your birth year

Idaho spreads food stamps over the first 10 days of the month, and the day comes from the last digit of the cardholder's birth year. A year ending in 1 is paid on the 1st, 2 on the 2nd, and so on through 9 on the 9th; a year ending in 0 is paid on the 10th. Someone born in 1994 is paid on the 4th.

Interview and processing time

Once DHW has the application, a worker contacts you for the required interview, held by phone or in person. You get a written notice from DHW once it decides.

Federal rules give DHW up to 30 days to decide. Households with almost no money can get food stamps within seven days through expedited service. If approved, the Quest Card is handed over the same day at an office or arrives by mail in 10 to 14 days.

Candy and soda left the Quest Card on February 15, 2026

A 2025 Idaho law told DHW to take candy and soda off the list of foods SNAP can buy once USDA agreed. USDA approved the request on June 10, 2025 for two years, then moved the start from January 1 to February 15, 2026 at the state's request.

Soda is any nonalcoholic drink with natural or artificial sweetener, so diet soda counts. Drinks with milk or a milk substitute, drinks over 50% fruit or vegetable juice, and powders or concentrates you mix yourself are still allowed.

Candy means sweets such as chocolate, gummies, bars and drops. Anything made with flour, or that has to stay refrigerated, is not candy under the rule and can still be bought with food stamps.

At the register, the card simply will not cover a restricted item; pay for it with cash, debit or credit. There is no medical exemption. Idaho's waiver was not one the court vacated on June 22, 2026, and FNA's list updated October 13, 2026 still shows it. Questions go to SNAPWaiver@dhw.idaho.gov.

CommunityCX and the 80-hour rule

DHW contracts Employment and Training to CommunityCX. Adults 18 to 64 who are not disabled or pregnant and live without a child under 14 must either work 80 hours a month or join the program to keep food stamps.

A career coach can help with a resume, a GED or job certificates, connections to child care help, and vouchers for work transportation, work clothing, tools and tuition. Coaching can continue after you land a job.

If you were referred, reach CommunityCX at 866-777-3850, by text at 208-759-4435, by email at idaho@communitycx.com, or at idaho.communitycx.com. People who are not required to take part can still use the services.

Idaho's rules make a drop below 80 hours a month a change you must report. USDA's October 1, 2026 waiver list places Idaho among the states with no time limit waiver, statewide or local.

What Idaho asks you to report, and when the next interview comes

Under IDAPA 16.03.04.601, three changes must be reported: total gross income rising above 130% of poverty for your household size, a work-rule adult falling under 80 hours a month, and large lottery or gambling winnings.

DHW's own list also asks you to tell it about a new name or address, someone moving in or out, a marriage or divorce, a new Social Security number, the end of a pregnancy and a change in student status. Report online in idalink or with the Change Report Form.

When the household is due for recertification, DHW sends a notice and the forms. Most households are interviewed every 12 months; those certified for 24 months are interviewed at least once in that period.

Lost cards, skimming and the Stolen Food Stamps form

A lost or stolen Quest Card is replaced by FIS, not by DHW. Call 888-432-4328; local offices will not print a new card.

Theft without the physical card is handled differently. If benefits vanished through a phone or text scam, a skimmer on a card reader or ATM, or a cloned card, DHW has a Stolen Food Stamps form to request reimbursement. Do not use it for a card you simply lost.

Taking a food stamp decision to an independent hearing officer

For food stamps you have 90 days from the date on the notice to appeal, much longer than the 30 days Idaho allows for cash aid or Medicaid. DHW first contacts you to talk it over and rechecks the math.

Request the hearing with the Fair Hearing Request form, in writing by mail to Self-Reliance Programs, PO Box 83720, Boise, ID 83720-0026, by email to mybenefits@dhw.idaho.gov, by fax to 866-434-8278, or by calling 877-456-1233.

Tell DHW within 10 days of the notice if you want benefits to continue while you wait; you repay them if you lose. The Office of Administrative Hearings runs the hearing, usually by phone, and you can bring a lawyer, relative or friend.

Only in Idaho

Savings, household and card rules particular to Idaho

Food stamps can come from only one state at a time. If you just moved to Idaho, close your case in the old state before you apply here, and a member who leaves Idaho has to be removed here before another state can add them.

Keep your name and address current with DHW. The Quest Card can be turned down at the register when the card details do not match the case.

Besides work rules, DHW says food stamp households may be required to cooperate with Child Support Services, its child support program.

A change to your case, including a break in benefits, shows up on the same Quest Card. You do not need a new card when you are approved again.

Bank balances get a look, under a $5,000 BBCE cap: Idaho's food stamp rule, IDAPA 16.03.04.305, sets a $5,000 limit on resources for households that are broad-based categorically eligible.

Households outside BBCE fall back to the federal $3,000, rising to $4,750 when someone in the household is elderly or has a disability. DHW's Apply page says resources must be under $3,000 for most households, so ask your worker which limit your case uses.

Work rules: Adults 18 to 64 who are not disabled or pregnant and have no child under 14 at home must work at least 80 hours a month or take part in Employment and Training. USDA lists no Idaho area with a time limit waiver for October 2026.

  • Double Up Food Bucks at farmers marketsSeveral Idaho farmers markets match food stamp spending for fruits and vegetables. Rules vary by market, but some match up to $20 a visit, so $20 taken off the Quest Card becomes $40 of produce.Official page
  • Food stamp months reduce the food tax creditIdaho refunds part of the sales tax on groceries through the food tax credit, $155 a person for 2025. The State Tax Commission prorates it to leave out any month you received food stamps, so a full year on SNAP leaves no credit to claim.Official page
