Quick answer: IDHS runs SNAP in Illinois and loads it on the Illinois Link card.

Most households qualify with gross income up to 165% of poverty ($4,538 a month for four from October 1, 2026) and face no asset test. Homes with a member 60 or older or disabled get a 200% line. Statewide work rules returned in February 2026.

Eligibility

Gross income lines IDHS uses from October 2026

Illinois hands every SNAP applicant a TANF-funded referral brochure, and that step lifts the gross test to 165% of poverty for nearly everyone. IDHS switched to the column below on October 1, 2026. A home with someone 60 or older or disabled gets a higher 200% line, explained under the table.

Illinois SNAP gross and net monthly income limits and maximum monthly benefit by household size
HouseholdGross limit (165%)Net limitMax benefit
1 person$2,195$1,330$306
2 people$2,976$1,804$562
3 people$3,757$2,277$808
4 people$4,538$2,750$1,023
5 people$5,319$3,224$1,217
6 people$6,100$3,697$1,463
7 people$6,881$4,170$1,616
8 people$7,662$4,644$1,841

Each extra person adds $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: IDHS Workers' Action Guide 25-03-02 (1): SNAP standards. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 26, 2026.

Categorical eligibility comes from the Guide to Services brochure (DHS 4474). A member disqualified for an intentional program violation or sanctioned under the work provisions takes the household out of it, and then the 130% line ($1,729 solo, $3,575 for four), the net test and the asset cap return.

These 165% amounts come from the IDHS Workers' Action Guide standards marked effective October 1, 2026 (add $781 for each person past eight). The public IDHS SNAP page and the DHS 124 card still print the October 2025 chart, which starts at $2,152 for one person.

When a member is 60 or older or disabled, Illinois uses 200% of poverty instead: $2,660 a month for one person and $5,500 for four. Such a home under 200% skips the net and asset tests. Above 200% it is not categorically eligible and must pass the 100% net test and a $4,750 asset limit.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

A retired Naperville couple, both past 65: $3,000 in combined Social Security and pension checks, $1,650 rent, their own gas heat (worth the $565 heating and cooling standard), and more than $35 a month at the pharmacy
  1. 1Their $3,000 tops Illinois' 165% figure for a pair, $2,976, yet stays under the 200% senior line of $3,607. Staying under 200% keeps them categorically eligible, so IDHS skips both the net income test and the asset test.
  2. 2Next come the $217 standard deduction and Illinois' $185 standard medical deduction, which they get because their medical bills top $35 a month. That leaves $2,598. Rent plus the utility standard totals $2,215, which beats half of $2,598 ($1,299) by $916.
  3. 3Homes with an older or disabled member have no $769 shelter cap, so the whole $916 is subtracted and $1,682 remains as net income. IDHS expects 30% of it, $505, toward food, and the most two people can get is $562, so about $57 is loaded onto the couple's Illinois Link card monthly.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies. IDHS adds that menstrual products and diapers cannot be bought with SNAP either.

Link deposits land on one fixed day, set when your case opened

Each Illinois case has one fixed availability date, and benefits are on the Link card by 3:00 a.m. that day, weekends and holidays included.

Cases approved in the current IES system get a date from the 1st to the 10th, keyed to the last digit of the head of household's IES individual number. Older cases converted from the legacy system kept their old date, which can also be the 13th, 17th or 20th.

Get started

ABE online, a paper IL444-2378B, or a Family Community Resource Center

File online in ABE at any hour, or print form IL444-2378B, sign it, and carry, mail or fax it to your Family Community Resource Center (FCRC). You can also apply in person at an FCRC. Only your name, address and signature are needed for the form to count, so send it before you have every answer.

After IDHS has the signed form, it asks you to come to the office for an interview, or to do it by phone if you cannot get there. If you came in for emergency SNAP and the office cannot finish that day, the receptionist books you for the next day.

Expect to show proof of identity, proof that you live in Illinois and Social Security numbers for everyone on the application, plus other papers that fit your situation. At the end of the interview the caseworker tells you what is still missing.

IDHS mails a written decision within 30 days. Expedited SNAP is ready within 5 days if your income and cash are less than rent or mortgage plus utilities, if income is under $150 a month with $100 or less in cash, or for a migrant farm worker household with $100 or less.

The 2026 return of SNAP work rules in Illinois

For years a federal waiver exempted all of Illinois from the time limit for able-bodied adults without dependents. After 2025 federal law changes, Illinois could not renew it when it expired on January 31, 2026. The rule took effect February 1, and people began losing SNAP on May 1, 2026.

The rule covers adults 18 to 64. You are exempt if you are pregnant, 65 or older, live with a SNAP household member who is 13 or younger, have a physical or mental condition that limits work, are experiencing chronic homelessness, or meet the IHCIA definition of an American Indian, Alaska Native or California Indian.

To keep SNAP past 3 months in the current period, which runs January 1, 2024 to December 31, 2026, log an average of 20 hours a week (80 a month) of paid or unpaid work, SNAP Employment and Training, or self-initiated community service at a church, food bank or other nonprofit.

A medical exemption needs no doctor's signature or records unless something is questionable. Report an exemption or your hours in Manage My Case, by phone at 1-800-843-6154, or with a form mailed to Central Scanning Unit, P.O. Box 19138, Springfield, IL 62794, or faxed to 1-844-736-3563.

Lost SNAP under this rule? Meet the requirement for 30 days or become exempt to get it back. Otherwise you wait for the new period that starts January 1, 2027. If something like illness or no transportation stopped you, report it: IDHS will not cut SNAP when it finds good reason.

FRESH: a one-time $400 from Illinois after a work-rule cutoff

Public Act 104-0464 created Families Receiving Emergency Support for Hunger (FRESH). Each person whose SNAP stopped or shrank because they used their 3 countable months without meeting the work rule or getting an exemption receives a single $400 cash payment, and more than one person in a home can qualify.

There is no application. People cut off for May, June or July 2026 were paid on August 1, 2026; later cases get paid by the 16th of the month after the cutoff, if SNAP was not restored by the 16th. It lands as cash on the Link card, usable in stores or at an ATM.

FRESH does not count against SNAP, cash aid or Medicaid and never creates an overpayment. Each person can get it only once, funding runs through June 30, 2027 or until money runs out, and an unused payment is removed from the card after 274 days.

Seniors and adults with disabilities: Illinois' separate SNAP math

IDHS calls a member who is 60 or older or disabled a qualifying member, and that changes three things. The gross line rises to 200% of poverty, shelter costs above half of income count in full with no cap, and medical bills over $35 a month earn a deduction.

For most such homes the medical deduction is a flat $185 a month once costs over $35 are verified. Residents of group homes, including CILAs, get $485. If verified costs run higher than the standard, the household can use its actual costs instead.

A qualifying-member household is also covered by the Restaurant Meals Program, which lets the member and spouse buy prepared meals with Link at approved restaurants.

Six-month reviews for most, two years for some older households

Under the Elderly and/or Disabled Simplified Redetermination Project, a household where every adult is 60 or older or disabled and nobody has countable earnings is certified for 24 months. Everyone else is certified for 6 months. Every new application still needs an interview.

Before the 24 months end, IDHS mails a redetermination form, and staff use electronic records to verify what they can. No interview is needed at that review unless the household asks for one or no longer fits the project, in which case it moves to the 6-month cycle.

Non-citizen SNAP in Illinois after April 1, 2026

Under H.R. 1, from April 1, 2026 Illinois SNAP covers citizens, Cuban and Haitian entrants, people here under the Compacts of Free Association, and green card holders after 5 years. Sooner, a green card holder qualifies if under 18, blind or disabled, in or tied to the military, or credited with 40 work quarters.

New applications follow these rules now; current cases switch at the next redetermination on or after April 1. IDHS estimates up to 16,000 people could be affected, and refugees, asylees and trafficking survivors are among those who may lose SNAP. In mixed-status homes, eligible members still get SNAP.

Cash and medical benefits through IDHS and HFS did not change. Food pantries are listed at WeGotYouIllinois.org, and the Family Support Hotline at 1-855-435-7693, run by the Illinois Coalition for Immigrant and Refugee Rights, connects affected families with other help.

Skimming and the Link card: what IDHS can and cannot replace

Because of the American Relief Act, 2025, SNAP stolen on or after December 21, 2024 cannot be replaced. Claims are possible only for theft on or before December 20, 2024, filed within 30 days of when you learned of it.

In the ebtEDGE app or on ebtEDGE.com you can freeze and unfreeze the card and block out-of-state and internet purchases. IDHS also suggests changing your PIN before your issuance date each month and never sharing the PIN or the card.

Filing a SNAP appeal with the IDHS Bureau of Hearings

You have 90 days from the Date of Notice printed on the IDHS letter to appeal a SNAP decision; there is no deadline to appeal a delay or a failure to decide. Appeal online through ABE, or send a letter or Notice of Appeal form by email to DHS.BAH@illinois.gov or by fax to 312-793-3387.

You can also mail it to the Bureau of Hearings, 69 W. Washington, 4th Floor, Chicago, IL 60602, call 1-800-435-0774, or hand it in at your local office. For a SNAP-only issue, simply telling the local office you want to appeal is enough.

Appeal on or before the date your benefits would drop and they continue until the decision, but you repay the difference if IDHS wins. An optional informal meeting, often by phone, comes first. The final decision in a SNAP-only appeal is due within 60 days of your request, and any SNAP owed is issued within 10 days.

Moving, scam calls and the IDHS calculator

Moving inside Illinois? Ask the office that has your case to transfer it. Moving out of state? IDHS cannot transfer SNAP, so ask the office to close the case and apply in your new state. You can change your address in Manage My Case on ABE or through the Link Help Line.

IDHS will never call or text you for your Link card number, PIN or personal details. Only use 1-800-678-5465, ebtEDGE.com or the ebtEDGE app; the website now asks for a one-time PIN when you log in.

IDHS posts a SNAP Eligibility Calculator for a rough estimate before you apply, and notes that SNAP households may also qualify for Lifeline phone service discounts.

No savings test once the brochure applies: Households covered by the brochure rule have no asset limit. A $3,000 cap, rising to $4,750 if someone 60 or older or disabled, reaches only homes outside that rule, such as one with a fraud disqualification. Lottery or gambling winnings above $4,750 also end categorical eligibility.

Frequently asked questions

What people ask about Link benefits in Illinois

From October 1, 2026, most households can have gross monthly income up to 165% of poverty: $2,195 for one person, $2,976 for two, $3,757 for three and $4,538 for four. A home with a member 60 or older or disabled uses 200%, which is $2,660 for one and $5,500 for four.

Usually not. Households that are categorically eligible, which is most of them, have no asset limit. Only homes outside that rule, such as one with a fraud disqualification or a senior or disabled home over 200% of poverty, face the $3,000 or $4,750 limit.

The same date every month, by 3:00 a.m., even on weekends and holidays. Newer cases get a day from the 1st to the 10th based on the last digit of the head of household's IES number (0 means the 10th). Some older cases keep a date like the 13th, 17th or 20th.

If you are 18 to 64, not pregnant, not disabled and have no child 13 or younger in your SNAP household, yes. Illinois lost its statewide waiver in January 2026, so you need 80 hours a month of work, training or community service, or SNAP ends after 3 months.

A one-time $400 cash payment per person, put on the Link card, for people whose SNAP stopped or dropped under the federal work rule after May 1, 2026. It is automatic, does not affect other benefits, and lasts through June 30, 2027 or until funds run out.

Within 5 days of applying if your income and cash are less than your rent or mortgage plus utilities, if you have under $150 in monthly income and $100 or less in cash, or if you are a migrant farm worker household with $100 or less. Bring valid ID.

Most households are certified for 6 months. A home where every adult is 60 or older or disabled and no one has countable earnings gets 24 months under EDSRP, usually with no interview at renewal.

Not for theft on or after December 21, 2024. Federal law ended replacements then. Freeze your card and block out-of-state and online use in the ebtEDGE app, and report a lost or stolen card at 1-800-678-5465.

90 days from the Date of Notice. File through ABE, by email to DHS.BAH@illinois.gov, by fax, by mail to the Bureau of Hearings in Chicago, by calling 1-800-435-0774, or at your local office. Appeal before the cut date to keep benefits meanwhile.
