Quick answer: Kentucky's Department for Community Based Services runs SNAP through kynect.

Most households must stay under 130% of poverty, $3,575 a month for four from October 1, 2026, with no asset test once they qualify that way; homes where everyone is 60 or older or disabled get a 200% line. Benefits post on odd days from the 1st to the 19th.

Eligibility

Kentucky's 130% line, and the 200% exception for all-senior homes

Kentucky trimmed its expanded categorical eligibility, so the bar most working households must clear is the federal 130% figure, $3,575 a month for four. The $5,500 line that a 200% rule would give a family of four is kept for homes made up entirely of seniors and people with disabilities.

1 person$1,729$1,330$306
2 people$2,345$1,804$562

7 people$5,421$4,170$1,616
8 people$6,037$4,644$1,841

Each extra person adds $616 to the gross limit, $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: DCBS Operation Manual Volume 2 (SNAP), MS 3160: Categorical Eligibility. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 27, 2026.

The amounts above are USDA's FY2027 130% table, in force October 1, 2026 to September 30, 2027. The DCBS manual caps expanded categorical eligibility at that line for households without a senior or disabled member, so the table is the real ceiling for most Kentucky applicants.

A household with a member who is 60 or older or disabled skips the gross test and only has to pass the 100% net limit, per 921 KAR 3:020. When every member is a senior or disabled and gross income is at or under 200% of poverty, the household is also ECE, so its savings are not counted.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

A retired couple in Pikeville, both past 65, whose two Social Security checks total $1,817, renting for $650, paying their own heat and with $9,000 set aside in the bank
  1. 1Because both are seniors, DCBS skips the 130% gross test. Their $1,817 is also below $3,607, the 200% line for two, so the couple counts as ECE and the $9,000 balance is never weighed against the $4,750 cap.
  2. 2Social Security gets no 20% earnings deduction, so only the $217 standard deduction comes off, leaving $1,600. Kentucky's $402 SUA for heat or air conditioning, added to rent, makes $1,052; whatever tops half of income, $252, comes off in full with no $769 ceiling.
  3. 3Their countable net comes to $1,348, within the $1,804 ceiling for two people. Thirty percent, $405, is knocked off the $562 top allotment for a couple, so about $157 reaches the Kentucky EBT card each month, on the date tied to the last digit of the head of household's Social Security number.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.

Payment schedule

Ten deposit days, odd dates only, picked by Social Security number

Kentucky loads monthly SNAP on odd-numbered days only, from the 1st through the 19th, using the last digit of the head of household's Social Security number. A number ending in 0 is paid on the 1st and one ending in 9 on the 19th. Benefits post at 12:00 a.m. Eastern on that day.

USDA's all-state schedule and some calendar sites say the case number sets the date; DCBS's manual (MS 8100, August 2025) says Social Security number. New approvals, replacements and restored benefits post the day after approval, but a new card must arrive, be activated and get a PIN before you can spend.

Get started

kynect, the 855 line, a DCBS office or the Frankfort P.O. box

Start online at kynect, where there is also a Short SNAP Application, or call DCBS at 1-855-306-8959 and a caseworker takes it by phone. You can also apply at any DCBS Family Support office, or print the paper form and mail it to DCBS, P.O. Box 2104, Frankfort, KY 40602.

DCBS contacts you for an interview once the application is in. The head of the household or an authorized representative must take part, and an application filed online or printed and mailed cannot be processed until that interview happens.

DCBS gives deductions only for costs you can prove. Its SNAP page lists the kind of papers it wants: pay stubs, Social Security letters, rent and utility receipts, and savings account statements. Bring what you have; the application says to complete the interview even if something is missing.

DCBS must send a decision within 30 days of the application. A household that qualifies for emergency help must have benefits no later than the 5th calendar day after it applied, and the count starts the day after you apply. If that day falls on a weekend or holiday, the next business day applies.

Expanded categorical eligibility, Kentucky style: two income lines

DCBS generates a TANF-funded information sheet at application telling households about other programs, and receiving it makes a household Expanded Categorically Eligible, or ECE. Unlike many states, Kentucky does not stretch ECE to 200% for everyone.

The DCBS manual limits ECE to households without a senior or disabled member whose gross income is 130% of poverty or less, and to households where all members are elderly or disabled with gross income at or under 200%. ECE households must still pass the net income test.

USDA's June 2026 BBCE chart still shows Kentucky at 200% for all households. The state manual is narrower, and it is what caseworkers apply, so use the 130% table above unless everyone in your home is 60 or older or disabled.

A household cannot be CE or ECE if any member has an active intentional program violation disqualification or a disqualification for not cooperating with probation or parole, if the head of household has a work disqualification, or if everyone lives in an institution.

ESAP: a 36-month approval for seniors and disabled adults without wages

The Elderly Simplified Application Project covers people 60 or older or disabled who have no earned income. DCBS uses computer matches to check an applicant's marital and institutional status.

An ESAP case is approved for 36 months instead of 12 or 24. DCBS mails a reminder about change reporting in the 11th and 23rd months, then sends Form ESAP-2 in the month before the last month, and it must be returned before the approval ends.

Emergency SNAP by the fifth calendar day

You may get benefits within days if rent or mortgage plus utilities exceed your gross monthly income, if gross income is under $150 and cash or bank accounts total $100 or less, or if the home includes destitute migrant or seasonal farmworkers.

Kentucky's regulation sets the deadline at the fifth calendar day after you apply, counting from the next day. Apply after the 15th of a month and an approved household gets the first, prorated month and the second month together.

Leaving KTAP for a paycheck: five months of steady SNAP

When everyone in a SNAP household gets KTAP and is about to lose it because earnings pass the KTAP limit, Transitional SNAP (TSNAP) steps in. DCBS removes the KTAP payment from the budget and then holds the SNAP amount at that level for five months.

If fewer than five months remain in the certification period, DCBS extends it to cover the full transitional stretch. Should the family become eligible for KTAP again during those months, the KTAP application is used to recheck SNAP.

How long approval lasts and the two changes to report

Kentucky approves most households for 12 months. A home with an adult subject to the work time limit gets 4 months, and one where every member is elderly or disabled with no earned income gets 24 months.

Between renewals, report within 10 days after the end of the month if gross income rises above 130% of poverty for your household size, or if a member who must meet work rules drops below 20 hours a week.

To keep benefits flowing at renewal, file by the 15th of the last month of your certification. You then have through the end of that month to return proof. File later in the month and DCBS gives you 30 days to finish.

Lost cards, spoiled groceries and the nine-month clock

Report a lost, stolen or damaged card and DCBS turns it off and sends a new one within five days. Benefits drained from a lost or stolen card after you received it are not replaced under the state rule.

Food bought with SNAP that is ruined in a household misfortune, such as a fire, can be replaced. Report it by phone or in writing within 10 days and sign a statement; the replacement covers the loss, up to one month's benefits.

If the account goes nine straight months with no purchase, DCBS removes each month's benefits once they turn nine months old, after mailing a warning at least 30 days ahead. Any purchase stops the process, but removed benefits cannot be recovered.

Disagreeing with DCBS: the 90-day hearing window

You can ask for a hearing within 90 days from the date you receive a SNAP notice. Call 1-855-306-8959, or write your reason, sign and date it, and hand it to any DCBS office or mail it to the CHFS Families and Children Administrative Hearings Branch, 105 Sea Hero Road, Suite 2, Frankfort, KY 40601.

To keep your current benefit while you wait, the request must come within 10 calendar days of the date the notice was mailed. When that tenth day lands on a weekend or holiday, a request received the next business day still counts.

No soda or candy ban in Kentucky so far

USDA's food restriction waiver tracker, updated October 13, 2026, lists Kentucky with neither an approved waiver nor a pending request, so soda and candy remain buyable with SNAP here, unlike in several nearby states.

The usual limits still apply: no hot ready-to-eat food, tobacco, alcohol, pet food, soap, household supplies or medicine. Seeds and plants that grow fruits and vegetables are allowed.

Only in Kentucky

Kentucky details that state pages get wrong or leave out

Two state pages still show old asset limits: the DCBS SNAP page lists $2,250 and $3,500, and kynect lists $2,750 and $4,250. The DCBS manual was updated for FY2027, and the federal caps from October 1, 2026 are $3,000 and $4,750.

The DCBS SNAP page still links its online application to the older benefind.ky.gov address. Applications, document uploads and case updates now run through kynect benefits.

Proof for an open case can be dropped at any DCBS office, uploaded to kynect or mailed. Offices are open Monday to Friday, 8 a.m. to 4:30 p.m. in both Eastern and Central time, and the call line keeps Eastern hours.

Federal law bars sales tax on food bought with SNAP. If you split a purchase between your EBT card and cash, tax can be charged only on taxable items paid for in cash.

Savings only matter outside ECE: Households that are categorically eligible or ECE face no asset limit, per USDA's chart and the DCBS manual.

Any other Kentucky case is held to $3,000, rising to $4,750 for a case that includes anyone 60 or over or anyone with a disability. Your home, household goods and vehicles never count.

Work rules: Adults 18 through 64 with no disability and no child under 14 at home must average 20 hours of work a week, paid or unpaid, or join Employment and Training, or SNAP stops after 3 months in 36. DCBS applied this in all 120 counties from November 1, 2025, then exempted five from December 1, 2025.

Frequently asked questions

Kentucky SNAP questions, answered from DCBS rules

For most households it is 130% of poverty: $1,729 a month for one person, $2,345 for two and $3,575 for four, from October 1, 2026. A home where every member is 60 or older or disabled can have gross income up to 200% and still qualify as ECE.

Not for households that qualify through categorical eligibility or ECE. Others must stay at or under $3,000, or $4,750 with a member 60 or older or disabled. Your home and vehicles are not counted.

On an odd day from the 1st to the 19th, set by the last digit of the head of household's Social Security number: 0 on the 1st, 1 on the 3rd, and so on up to 9 on the 19th. Benefits appear at 12:00 a.m. Eastern.

If you qualify for expedited service, DCBS must make benefits available by the fifth calendar day after you apply. Households with gross income under $150 and $100 or less in cash qualify, as do those whose housing costs exceed their income.

Not at this point. USDA's waiver tracker, updated October 13, 2026, shows no approved or pending food restriction request from Kentucky.

The Elderly Simplified Application Project, for people 60 or older or disabled with no earned income. An ESAP household is approved for 36 months and renews by returning Form ESAP-2 before the approval ends.

DCBS exempted Elliott, Lewis, Magoffin, Martin and Wolfe counties from December 1, 2025. Everywhere else, adults 18 through 64 without dependents must average 20 hours of work or training a week to keep SNAP past 3 months.

Benefits stay on the card while you use it. After nine months with no purchase, DCBS starts removing each month's benefits as they reach nine months old, with at least 30 days' written notice first.

Request a hearing within 90 days of receiving the notice: call 1-855-306-8959, give a signed written request to any DCBS office, or mail it to the hearings branch at 105 Sea Hero Road, Suite 2, Frankfort, KY 40601.
