Quick answer: Nebraska DHHS runs SNAP, and applications go through iServe Nebraska.

Under the Expanded Resource Program the gross limit is 165% of poverty, $4,538 a month for four from October 1, 2026, and only cash and bank balances above $25,000 count. Benefits post from the 1st to the 5th by the last Social Security digit of the head of household.

Eligibility

Two gross lines in Nebraska: 165% inside the ERP, 130% outside it

DHHS prints these amounts in its SNAP Program Standards guidance, in a column headed 165% of the Federal Poverty Level. They take effect October 1, 2026. A household outside the Expanded Resource Program is held to 130% instead. The 100% net column sits on the same sheet, since state law raised only the gross line.

1 person$2,195$1,330$306
2 people$2,976$1,804$562
3 people$3,757$2,277$808
4 people$4,538$2,750$1,023
5 people$5,319$3,224$1,217
6 people$6,100$3,697$1,463
7 people$6,881$4,170$1,616
8 people$7,662$4,644$1,841

Each extra person adds $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: Nebraska DHHS guidance document: SNAP Program Standards, effective October 1, 2026. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 28, 2026.

The ERP is closed to homes where someone has an intentional violation penalty, a trafficking or firearms finding, duplicate participation, a drug felony, or certain other felonies. Those homes drop to 130%: $1,729 monthly if one person applies, $3,575 with four in the home, under the regular savings cap.

Copied from the DHHS Program Standards sheet dated October 1, 2026, which runs to 10 people and adds $781 for each person after that. The same sheet lists the 130% and 100% columns, a $25 minimum for one or two people, and $3,887 as the maximum for households of 18 or more.

Nebraska's rules exempt any household with an elderly or disabled member from the gross test entirely. Those households are measured only against the 100% net column, which is $2,750 a month for four from October 1, 2026.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

A Kearney family of four: $3,700 a month in hospital wages, $175 in child support for the oldest child, and $1,650 rent with gas, water and power folded into it
  1. 1Their $3,875 clears $3,575, where the 130% federal test stops a family this size, yet stays under $4,538, Nebraska's 165% ERP ceiling. Signing the application is what puts them in the ERP, so their savings would matter only above $25,000 in cash and bank accounts.
  2. 2DHHS knocks a 20% earnings credit ($740) off the paycheck, then a flat $229 for a household of four, which leaves $2,906. Halve that and you get $1,453; rent of $1,650 exceeds it by $197, and all $197 is allowed for shelter. The landlord covers utilities, so DHHS adds no utility standard.
  3. 3That puts net income at $2,709, below the $2,750 net line that state law left untouched. Thirty percent of net is $813; DHHS takes that away from $1,023, the top allotment at this size, so about $210 posts to the Nebraska EBT card each month, on a date tied to a Social Security digit.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.

The last digit of a Social Security number sets the day, 1st through 5th

Nebraska loads SNAP once a month between the 1st and the 5th, by 8:00 a.m. Central Time. The last digit of the head of household's Social Security number decides the day.

Get started

iServe Nebraska, the 800 line, a DHHS office, or form EA-117 by mail or fax

File on iServe Nebraska, where one application can cover food, utility, child care and health coverage help, and where you later upload papers, report changes and renew. The paper Application for Benefits (EA-117) can be mailed to the DHHS Document Imaging Center in Omaha or faxed to 402-742-2351.

DHHS screens every application for expedited help, then schedules an interview before deciding. If you ask for a dedicated worker, staff may offer to do the interview on the spot; a case that needs an interview gets an assigned worker at application, and a supervisor can arrange a dedicated one if you still want it.

Under the SNAP rules DHHS updated in May 2026, expect to prove identity, Social Security numbers, residency, who lives with you, citizenship or immigration status, income, and any work-rule exemption. Proof of rent, utilities, child care, child support or medical bills is needed only for deductions you claim.

DHHS must finish a normal application within 30 days of filing. A household with under $150 in gross monthly income and $100 or less in liquid resources, or whose income plus cash falls short of rent and utilities, has the card available by the seventh calendar day. An interview is still required first.

A state statute, not a DHHS policy, fixes the 165% line and the $25,000 cap

Nebraska's broad-based eligibility began with LB543 in 2011 and runs through the Expanded Resource Program. Statute 68-1017.02 tells DHHS to run a TANF-funded ERP that drops asset limits, except that liquid assets may not top $25,000.

LB108 in 2021 lifted the ERP gross limit from 130% to 165% of poverty. LB227 in 2023 extended it through September 30, 2025, and LB192 in 2025 kept it at 165% with no end date. The same statute says the higher line may not raise the net income limit.

There is no separate ERP form. Every SNAP application tells the household it is authorized for ERP services, so signing it is enough unless someone in the home falls under one of the disqualifications.

The soda and energy drink ban: first in the nation, vacated, and now requested again

On May 19, 2025, USDA approved Nebraska's Healthy Choice Waiver, which it called the first state waiver to restrict soda and energy drinks. From January 1, 2026, SNAP could not buy soda, soft drinks or energy drinks at Nebraska stores. A later change was to add candy on November 1, 2026.

On June 22, 2026, the federal district court in Washington, D.C. vacated USDA's approval in Aragon v. Rollins. DHHS said July 2 it was working with retailers to remove the soda and energy drink block, and that some registers would need time to update. The candy limit never started.

Nebraska filed a new request on September 1, 2026: soda, soft drinks and energy drinks from December 1, 2026, and candy from March 1, 2027. Public comments close November 2. FNA says any approval will come in a separate notice at least 10 days before the start, so nothing is restricted today.

Between renewals, the 130% mark is the only income line you watch

Nearly every Nebraska SNAP case is on simplified reporting. An ERP household reports when gross income climbs past 130% of poverty, then reports no further raises until it reapplies. If income later dips under 130% and climbs back over it, that first crossing must be reported.

Most cases are certified for six months. A household whose adults are all elderly or disabled with no earnings gets 12 months with no midpoint report. Self-employed applicants who show ledgers instead of a tax return get a flat 49% of gross income taken off for business costs.

Who has to work, and why Nebraska will not seek ABAWD waivers

Adults 16 to 59 must register for work, take a suitable job if offered, and not quit or cut hours without good cause. Nebraska uses the federal minimum penalties of 1, 3 and 6 months, and only the person who broke the rule loses SNAP, not the whole household.

Since October 20, 2025, the time limit reaches adults 18 to 64, and parents become subject to it when their youngest child turns 14. Veterans, people who are homeless and young adults who aged out of foster care lost their exemption, while people eligible for Indian Health Services gained one.

State law forbids DHHS to seek a waiver of the time limit. Its December 2025 report to the Legislature said discretionary exemptions were used for ABAWDs living in Thurston County or on reservations because jobs there are scarce.

Nebraska EBT cards block out-of-state purchases from November 1, 2026

Starting November 1, 2026, DHHS automatically blocks EBT purchases made outside Nebraska, to stop thieves who use stolen card data in other states. Online orders with a Nebraska delivery or pickup address still go through.

Shoppers near a border can switch the block off in the ebtEDGE app, on ebtedge.us, or by calling the number on the back of the card. The block turns itself back on at the start of each benefit month, so it has to be switched off again every month you need it.

DHHS also suggests changing your PIN at the end of each month before the new deposit, freezing the card between uses in ebtEDGE, and turning on account alerts. Its EBT guide warns that stolen benefits will not be replaced.

Noncitizens, drug convictions and child support: who Nebraska rules leave out

Since October 20, 2025, SNAP in Nebraska is open only to citizens, green card holders, Cuban and Haitian entrants, and people living here under the Compacts of Free Association. Refugees and people granted asylum lost eligibility, and DHHS points those affected to 211 Nebraska.

Nebraska only partly applies the federal drug felony ban. A person with one or two felony convictions for drug possession or use can get SNAP while in, or after finishing, a licensed treatment program. Three possession convictions, or any conviction for selling, means no SNAP.

Since July 6, 2020, DHHS can disqualify custodial and noncustodial parents who do not cooperate with Child Support Enforcement. Legally owed child support you pay to someone outside the home is subtracted from income as a deduction.

Asking the DHHS Hearing Office to overturn a SNAP decision

You can ask for a fair hearing, out loud or in writing, on any SNAP action from the past 90 days. The DA-6 Request for Fair Hearing goes to DHHS.Hearingoffice@nebraska.gov, by fax to 402-742-2376, or by mail to P.O. Box 98914, Lincoln, NE 68509-8914.

Ask within 10 days of the date the notice was mailed and your benefits stay the same until the hearing ends, unless you opt out in writing. If you lose, that extra SNAP may have to be paid back.

A hearing officer runs the hearing, which may be by phone or video, and both sides may bring witnesses and documents. DHHS must hold the hearing, decide it and send an order within 60 days of receiving your request.

Also worth knowing: senior meals, a spoofed hotline, automatic LIHEAP

Recipients aged 60 or older and their spouses may be able to pay for congregate meals with SNAP, and some Meals on Wheels services take the card, according to the DHHS SNAP page.

DHHS warns that scammers have spoofed the federal SNAP hotline, 800-221-5689, to ask for personal details. Hang up on unsolicited callers, and remember DHHS and its EBT processor never call or text for a PIN or card number.

If you already get Economic Assistance, LIHEAP heating help for the 2027 season is figured automatically with no separate form, and DHHS began issuing those payments October 27, 2026.

Cash and bank balances count only past $25,000: Inside the ERP, DHHS excludes every non-liquid asset, such as a home or vehicles, and counts cash, checking, savings, money market and share accounts only beyond $25,000.

Households outside it face $3,000, or $4,750 with an elderly or disabled member, the figures on DHHS's October 2026 sheet.

Frequently asked questions

Nebraska SNAP questions, checked against DHHS and state law

Under the Expanded Resource Program, gross monthly income can reach 165% of poverty from October 1, 2026: $2,195 for one person, $2,976 for two, $3,757 for three and $4,538 for four. State law raised only the gross line, not the 100% net limit, which is $2,750 for four.

It is Nebraska's broad-based categorical eligibility, required by state statute 68-1017.02. Signing a SNAP application enrolls you automatically. It raises the gross limit to 165% and ignores assets except cash and bank balances over $25,000. People with certain fraud or felony disqualifications are left out.

For ERP households, non-liquid assets such as a vehicle or home do not count, and liquid money counts only past $25,000. A household outside the ERP is held to $3,000, or $4,750 when an elderly or disabled person lives there, the figures DHHS lists from October 1, 2026.

Between the 1st and the 5th, by 8:00 a.m. Central Time, set by the last digit of the head of household's Social Security number: 1 or 2 on the 1st, 3 or 4 on the 2nd, 5 or 6 on the 3rd, 7 or 8 on the 4th, and 9 or 0 on the 5th.

Yes. The ban that began January 1, 2026 was vacated by a federal court on June 22, 2026, and DHHS began working with stores to lift it. Nebraska has asked USDA to restart it on December 1, 2026 and add candy on March 1, 2027, but FNA had posted no approval when we checked on October 28, 2026.

From November 1, 2026, DHHS blocks out-of-state purchases by default. Turn the block off in the ebtEDGE app, on ebtedge.us, or by calling 877-247-6328. It switches back on at the start of each benefit month, so repeat the step whenever you shop across the line.

Only if it pushes total gross income above 130% of poverty for your household size. After that you report no more increases until renewal. If income falls under 130% and later goes over it again, report that first crossing.

No. SNAP Next Step E&T is voluntary. Adults 18 to 64 with no child under 14 at home still need 80 hours a month of work, training or volunteering to keep SNAP past 3 months in 3 years, and Nebraska law bars DHHS from requesting waivers of that rule.

Ask the DHHS Hearing Office within 90 days, by phone, in person or with form DA-6 by email, fax to 402-742-2376 or mail to P.O. Box 98914, Lincoln. Ask within 10 days of the notice's mailing date to keep your current benefit until a decision, which is due within 60 days.
