Quick answer: The Rhode Island Department of Human Services (DHS) runs SNAP through healthyrhode.ri.gov.

Homes with nobody 60 or older or disabled qualify on gross income up to 185% of poverty, $5,088 a month for four; homes with an older or disabled member use 200%. Every household's benefits post on the 1st at 5 a.m.

Eligibility

Rhode Island's 185% chart, and the 200% one for older or disabled members

DHS prints this 185% chart for homes where nobody is 60 or older or disabled, dated October 1, 2026 on the DHS sheet. Add up pay, child support, unemployment and any other income before taxes. Under your row, the savings account is not checked; DHS still runs the net test and caps the benefit.

Rhode Island SNAP gross and net monthly income limits and maximum monthly benefit by household size
HouseholdGross limit (185%)Net limitMax benefit
1 person$2,461$1,330$306
2 people$3,337$1,804$562
3 people$4,212$2,277$808
4 people$5,088$2,750$1,023
5 people$5,964$3,224$1,217
6 people$6,839$3,697$1,463

Each extra person adds $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: RI DHS: SNAP Annual Cost of Living Adjustment, effective October 1, 2026 (PDF). Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified November 3, 2026.

The 185% row only works for homes that count as categorically eligible through the DHS TANF Information Publication. A home that does not is measured under Rhode Island's rule for non-categorically eligible cases: 130% of poverty ($1,729 a month if you live alone, $3,575 in a home of four) along with a resource test.

These rows are copied from the DHS COLA sheet for October 2026 to September 2027, which stops at six people and says to add about $877 for each person after that. Each figure is 185% of the 2026 poverty guideline, rounded up. The net and benefit columns come from the USDA FY2027 tables.

If someone in the home is 60 or older or disabled, DHS uses a 200% chart instead: $2,660 a month for one and $5,500 for four. A home above that line can still get SNAP if net income stays under 100% of poverty, but it then faces a resource test.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

A Pawtucket couple and their 16-year-old: two part-time paychecks totaling $3,400, rent of $1,300, and gas heat billed directly to them
  1. 1At $3,400 the family is over $2,960, the plain 130% federal line for three, but inside the DHS 185% row of $4,212. Because DHS gives every applicant its TANF Information Publication, that is the test that counts, and nobody asks about their bank balance.
  2. 2A 20% cut for earnings ($680) plus the $217 household deduction for three leave $2,503. They pay for heat themselves, so the $874 utility allowance joins the rent: $2,174 in housing compared with $1,251.50, which is half their income.
  3. 3The overage is $922.50, trimmed to the $769 cap since nobody is 60+ or disabled. Countable income ends up $1,734, below $2,277. Take 30%, rounded up to $521, away from $808, the top amount for three, and roughly $287 lands on their EBT card on the 1st.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.

Payment schedule

One deposit day for the whole state: the 1st at 5 a.m.

Rhode Island has no staggered schedule. State rules say SNAP is issued on the 1st of every month and can be spent from 5 a.m. that day, with no delay for weekends or holidays. A new case's first month is prorated from the application date.

Benefits stay on the card month to month, but an allotment untouched for 9 months is removed for good. DHS must mail a reminder at least 30 days before it purges anything.

Get started

HealthyRhode, the call center, or a DHS-2 form in a drop box

File at healthyrhode.ri.gov, call 855-697-4347, or fill in the DHS-2 Application for Assistance (English, Spanish or Portuguese). Mail it to DHS, P.O. Box 8709, Cranston, RI 02920-8787, or leave it in the secure drop box outside any DHS office. Community SNAP outreach vendors help with the forms at no cost.

When DHS needs an interview, a worker phones you. Miss that call and a letter arrives naming a date and time; you can also call 855-697-4347 to choose a slot that suits you. An interview missed without rescheduling can end in a denial.

Send proof of identity, address, income and costs by uploading it to the HealthyRhode portal or app, mailing copies, or using a DHS drop box. If DHS asks for more after the interview, you get 10 days to provide it. Someone you name in writing can apply and interview for you.

DHS has 30 days to decide. It must rule on expedited cases within 7 days: under $100 in cash and under $150 in monthly earnings, housing costs above monthly income, or migrant or seasonal farm work. Since September 20, 2026, ignoring earlier document requests can cost you that fast track.

Two income lines, set by one DHS publication

Rhode Island's wider eligibility runs through a TANF-funded service: the DHS TANF Information Publication. A household that receives it and has gross income at or under 185% of poverty is categorically eligible and skips the resource test.

When the household includes someone 60 or older or disabled, the same rule uses a 200% line. DHS lists $2,660 a month for one person, $4,554 for three and $5,500 for four from October 1, 2026.

Clearing the gross line only opens the door. DHS then figures net income and compares it to the 100% net limit to decide the benefit, so a home with high rent and little income often gets more than one with low costs.

Why DHS now wants to see your heating or cooling bill

The standard utility allowance is $874 a month from October 1, 2026, and it can raise a benefit by a lot. Since November 1, 2025, a household with no member 60+ or disabled can no longer get it from a LIHEAP grant alone.

Those homes must show DHS that they pay for heating or cooling. Upload a recent gas, oil or electric heat bill on the portal or app. Without one, the allowance drops off and the benefit shrinks.

Homes with an older or disabled member that got a LIHEAP grant or Heat and Eat payment in the past year keep the allowance and do not need to send anything new.

Seven-day SNAP, and the September 2026 catch

Some applicants call it same-day service, but DHS says expedited cases are generally decided within 7 days, not always the same day. You may qualify with under $100 in cash and under $150 in monthly earnings, or with rent and utilities above your income.

Starting September 20, 2026, an applicant who ignored an earlier DHS request for verification may lose the fast track on the next application. The case is still reviewed, just on the regular timeline of up to 30 days.

DHS's advice is simple: send as many papers as you can with the application, such as an ID, a lease or rent receipt, and recent pay stubs or an award letter. If something is hard to get, call and DHS can help you obtain it.

ESAP: three years between renewals for homes with no earnings

The Elderly and Disabled Simplified Application Project covers homes where every member is 65 or older, disabled at any age, or a mix, and nobody has income from work. DHS counts SSI, Social Security disability, disability Medicaid and 100% VA disability as proof.

These homes use a shorter form, get a 3-year certification instead of 2, and have no renewal interview unless the case would close, they ask for one, or the form raises questions. They still must return the renewal or the case closes.

Freeze a misplaced card, or pick a new one up at a shelter

If the card goes missing, you can put a temporary freeze on it before ordering a new one, so no purchase goes through until you unfreeze it. Replacements are free from ebtedge.com or 888-979-9939 and should arrive in 3 to 5 business days, active, with your old PIN and balance.

A household with no mailing address can collect a replacement at a safe site, among them Crossroads and Amos House in Providence, Harrington Hall in Cranston, Welcome House in Wakefield and the WARM Center in Westerly.

State rules say SNAP spent with your card and PIN is not replaced, so change the PIN often and never share it.

Contesting a DHS decision before the EOHHS Hearing Office

Fair hearings for SNAP are held by the Executive Office of Health and Human Services Hearing Office. State rules let a household ask for a hearing on any action or lost benefits from the prior 90 days.

File online by choosing File an Appeal in your HealthyRhode account, bring Form OHHS-121 to a DHS office or drop box, or mail it to ATTN: Appeals, P.O. Box 8709, Cranston, RI 02920-8787. Ask within 10 days of a cut to keep getting SNAP while you wait.

Expedited SNAP hearings exist for two cases: a household that will move out of Rhode Island before a normal hearing date, and one denied expedited benefits. If you lose after aid continued, you may owe the difference back.

Interim reports, prorated first months and who counts as eligible

Most cases are certified for 12 months. In the fifth month DHS mails an Interim Report Form, and keeping SNAP for the rest of the year depends on completing it and the later recertification.

Apply on or before the 15th and your first month is prorated from that day. Apply after the 15th and DHS pays the partial month plus the next full month together in one deposit.

Since early 2026, federal law limits SNAP to citizens, green card holders (most after 5 years), Cuban and Haitian entrants and COFA citizens. Refugees and people granted asylum no longer qualify on that status alone, so keep your immigration papers current with DHS.

One or two person homes that qualify through the TANF Information Publication do not have to pass the net income test to receive the minimum benefit, which is $25 a month from October 2026.

No resource test under the publication: Rhode Island's rule says a home at or under its 185% line, or the 200% line when someone is older or disabled, is not subject to a resource test. Only homes outside those lines are counted: $3,000 for most, $4,750 where an older or disabled person lives, under the FY2027 federal limits.

Work rules: Adults 18 to 64 who can work and have no child under 14 in the SNAP household get 3 months of benefits in 36 unless they work or volunteer 80 hours a month or spend 20 hours a week in approved training. Rhode Island started a fresh 36-month clock on September 1, 2026.

Rhode Island SNAP questions, answered from DHS pages and state rules

From October 1, 2026, a home with nobody 60+ or disabled can earn up to 185% of poverty before taxes: $2,461 a month for one, $4,212 for three and $5,088 for four. With an older or disabled member the line is 200%, $2,660 for one and $5,500 for four. Net income must also fit the limit.

On the 1st of every month for every household. State rules say benefits are usable from 5 a.m. that day, with no weekend or holiday delay. There is no schedule by case number or name.

Not if your gross income is under the 185% line, or 200% with an older or disabled member, because those homes are categorically eligible. Above those lines, countable resources must stay under $3,000, or $4,750 with someone 60+ or disabled.

Yes. DHS takes applications online at healthyrhode.ri.gov, by phone at 855-697-4347, by mail to P.O. Box 8709 in Cranston, or in a drop box at a regional office. The call center is open weekdays from 8:30 a.m. to 3 p.m.

A DHS reward for buying fruits and vegetables. For every $1 of SNAP spent on qualifying produce in person at a Rhode Island Stop & Shop or Walmart, 50 cents goes back on your EBT card, up to $25 a month. Everyone on SNAP is enrolled.

No. USDA's food restriction waiver list, updated October 30, 2026, has no Rhode Island entry, so soda and candy can still be bought. Federal rules still bar alcohol, tobacco, vitamins, hot prepared foods and nonfood items, except through the Restaurant Meals Program.

Since November 1, 2025, households with no member 60+ or disabled cannot get the $874 utility allowance from a LIHEAP grant alone. Send DHS a bill showing you pay for heating or cooling to get it back.

Most cases run 12 months, with an Interim Report Form mailed in month five. Homes where everyone is 65+ or disabled and nobody works go on ESAP, which renews every 3 years, usually without an interview.

Up to 90 days after the action. File in your HealthyRhode account or send Form OHHS-121 to DHS. Appeal within 10 days of a reduction or closing to keep receiving SNAP until the EOHHS Hearing Office decides.
