Quick answer: Utah's Department of Workforce Services runs SNAP through myCase at jobs.utah.gov.

Utah is not on USDA's broad-based categorical eligibility list, so the federal 130% gross line ($3,575 a month for four from October 1, 2026) and a $3,000 savings test apply. Soft drinks have been off the card since January 1, 2026, and benefits post on the 5th, 11th or 15th by last name.

Eligibility

Utah's gross line is the federal 130% table, nothing higher

DWS prints these figures in Table 2 of its eligibility manual, effective October 1, 2026. They line up dollar for dollar with the federal grid, because Utah sets no higher gross ceiling of its own. Wages and benefits before withholding meet the first column; income after deductions meets the second.

Utah SNAP (food stamps) gross and net monthly income limits and maximum monthly benefit by household size
HouseholdGross limit (130%)Net limitMax benefit
1 person$1,729$1,330$306
2 people$2,345$1,804$562
3 people$2,960$2,277$808
4 people$3,575$2,750$1,023
5 people$4,191$3,224$1,217
6 people$4,806$3,697$1,463
7 people$5,421$4,170$1,616
8 people$6,037$4,644$1,841

Each extra person adds $616 to the gross limit, $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: USDA FNA FY2027 income standards. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 28, 2026.

The amounts above come straight from DWS Table 2 (effective October 1, 2026), which repeats the USDA FY2027 130% and 100% columns and carries the grid out to 20 people. Utah does not appear on FNA's broad-based categorical eligibility chart dated June 29, 2026.

If someone in the home is 60 or older or receives qualifying disability payments, DWS checks only net income. That household can also deduct medical costs above $35 a month for that member and every dollar of shelter cost over half its income, with no cap.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

An Ogden family of 4: one parent earns $2,900 a month at a distribution center, rent is $1,350, and the family pays its own power bill for a swamp cooler
  1. 1Utah applies no broader screen, so $2,900 in pay must clear the plain federal ceiling for four, $3,575. It does. DWS then takes 20% off earnings, leaving $2,320, and subtracts the $229 standard deduction to reach $2,091.
  2. 2A swamp cooler counts as a cooling cost in the DWS manual, which earns the full $532 Standard Utility Allowance. Rent plus that allowance is $1,882, which runs $836.50 past half of income, but a family with no older or disabled member is held to $769.
  3. 3Net income ends up at $1,322. DWS expects the family to cover $397 of its own food costs, which is 30% of that, and deducts it from the $1,023 cap on a four-person allotment, so roughly $626 would load to the Utah Horizon EBT card, on the 5th, 11th or 15th depending on the family's last name.

Follow every SNAP deduction from paycheck to allotment.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies. In Utah, also no soft drinks: sweetened, flavored carbonated drinks, since January 1, 2026.

Payment schedule

Three Horizon card dates, set by the letter your last name starts with

Utah loads monthly SNAP on one of three dates, picked by the first letter of your last name. Names starting A through G are paid on the 5th, H through O on the 11th, and P through Z on the 15th. Check the balance in the ConnectEBT app, at connectebt.com, or by phone.

P to Z15th

Benefits expire 274 days after the card was last used and cannot be put back once gone. If food bought with this month's SNAP is destroyed in a fire or similar disaster, call DWS at 801-526-0950 within 10 days to ask about a replacement.

Get started

myCase, an Employment Center, or Form 61APP by fax or mail

DWS calls myCase the easiest route. You can also apply at a DWS Employment Center, or fax or mail Form 61APP to Imaging Operations, PO Box 143245, Salt Lake City, UT 84114-3245. Only your name, address and signature are needed to start the clock; the rest can follow.

Every SNAP application needs a telephone interview. DWS asks you to call 801-526-0950 or 866-435-7414 and encourages you to finish it within 7 days of applying. DWS reviews the application in 7 to 10 days and may also reach out by phone or mail.

DWS mails a notice listing the proof it still needs, such as check stubs, bank statements and rent or mortgage papers, with a due date about 10 days out. Upload it in myCase, fax it, mail it or drop it at an Employment Center; items turned in after 5 p.m. are stamped the next business day.

DWS decides within 30 days of receiving the application. A household with little or no money can get SNAP within 7 days through expedited service, and identity is then the only proof required before the first payment.

Soft drinks came off the Horizon card on January 1, 2026

The 2025 Legislature passed H.B. 403, SNAP Funds Amendments, sponsored by Rep. Kristen Chevrier, which told DWS to ask USDA for permission to block soft drinks. USDA approved the request on June 10, 2025 for two years, starting January 1, 2026.

A soft drink here is a flavored drink made with carbonated water and sweetened with sugar or an artificial sweetener, so diet soda is covered too. Drinks with milk or a soy or rice substitute, and drinks more than half fruit or vegetable juice, can still be bought with SNAP.

At checkout, ring soft drinks up separately and pay with other money, the same as alcohol or paper towels. The benefit amount did not change; only the list of items did. The law also requires DWS to report on SNAP spending patterns to a legislative committee by November 1 each year.

Utah's waiver was not one of the five a federal court vacated on June 22, 2026 (Colorado, Iowa, Nebraska, Tennessee and West Virginia), and FNA's waiver page, updated October 13, 2026, still lists it. Utah State University and the Utah Food Security Council are among the partners named to help evaluate the project.

Job search workshops come with most adult cases

With some exceptions, people applying for or getting SNAP must take part in the Employment and Training program, and much of it happens online at jobs.utah.gov.

Participants register as job seekers, take a short job readiness evaluation, attend a SNAP E&T virtual workshop, finish assigned online workshops on resumes and interviewing, log job contacts, and meet an employment counselor every month.

Quitting a job or cutting your hours on purpose can end SNAP for that person. So can refusing, without good reason, to answer the questions DWS uses to decide whether the work rules apply.

ESAP: a three-year approval for older and disabled households

Through the Elderly Simplified Application Process, a household of people who are elderly or have a disability and no earned income is approved for three years at a time, and only needs an interview when it first applies.

Utah's disability list for SNAP includes SSI, Social Security disability, a 100% VA disability rating, and Medicaid under the D-MAO or B-MAO categories. Utah's interim General Assistance for people waiting on an SSI decision does not count.

A member with a permanent disability who cannot buy and fix food can be fed as a separate SNAP household if the others' income stays under 165% of poverty, $4,538 a month for four on Table 2.

Swamp coolers and the three Utah utility allowances

Instead of adding up each bill, DWS gives one flat allowance. From October 1, 2026, a home that pays for heating or cooling gets $532 a month, one with only other utilities such as power, water, sewer or garbage gets $446, and one with only a phone gets $61.

Cooling means an air conditioner or a swamp cooler, not fans, and a household with a seasonal heating or cooling cost keeps the full allowance all year. Internet is never a utility cost, even when the phone needs it.

For a home with a member 60 or older or disabled, receiving a HEAT energy payment in the current HEAT year is treated as qualifying for the full $532 allowance.

Expedited SNAP and the 15th of the month

Expedited help goes to households whose income and cash together fall short of rent and utilities, those with under $150 of monthly income and no more than $100 in cash or accounts, and some migrant and seasonal farmworkers. DWS will not hold it past 7 days over missing papers.

The application date matters. Apply on or before the 15th and an expedited case is approved for that month; apply after the 15th and DWS issues the application month and the next one together. A third month waits until every postponed paper is in.

If you disagree with the expedited decision, tell DWS, and it will set up a meeting within two working days.

One income change to report, and a review every 6 to 12 months

Between reviews, the income change a SNAP household must report is gross income climbing above 130% of poverty for its size. Medical costs are not a reportable change; older or disabled members can add them at the next review instead.

DWS reviews each case every 6 to 12 months. The review shows up the month before it is due, and finishing it in myCase means no paper form. Miss it, and you have 30 days after the closure date to complete it, with that month's benefit prorated.

Asking an administrative law judge to look again

You have 90 days from the date of the notice to request a fair hearing on a SNAP decision. For SNAP you may also ask at any point during your review period if you think the benefit amount is wrong.

Call 877-837-3247, fax Form 490 to 877-824-6534, email fairhearings@utah.gov, or mail it to DWS Fair Hearings, PO Box 143245, Salt Lake City, UT 84114-3245. Do not send the request through myCase.

Ask within 10 days of the notice and a cut or closure can wait until the judge rules, but you repay the extra if DWS wins. Denied applications and closures for a missed review do not continue. Hearings are usually by phone and decided within 60 days.

Horizon card habits and household rules worth knowing in Utah

The Horizon card arrives in a plain white envelope mailed from Texas that can look like junk mail. It can take up to 15 days; the help desk can send one by two-day priority mail for a fee of up to $10.

Your PIN must be four different digits, with no repeats such as 1122 and no runs such as 1234. New cards come set to block online and out-of-state purchases, and you can lock the card everywhere between shopping trips.

Store returns of SNAP purchases go back on the card, never as cash or a gift card, with a limit of one return a day, $350 a day and $700 a month. Online returns have no cap.

When you list your household for SNAP, include a spouse, children or stepchildren under 22 who live with you, and anyone else you buy and cook food with.

Bank balances are part of every Utah decision: Countable resources such as cash and bank accounts are capped at $3,000, or $4,750 where the home has a member past their 60th birthday or living with a disability.

DWS's own page still shows $4,500 for that group; the federal figure rose on October 1, 2026. Cars and other vehicles are usually not counted.

Work rules: Most adults who can work must register as job seekers and may be placed in Employment and Training. Time-limited participants, healthy adults with no child under 14 at home, get 3 months in 36 unless they work or train 20 hours a week. FNA lists no Utah area as waived for October 2026.
