Food stamps (SNAP) in
West Virginia.

Quick answer: West Virginia's Department of Human Services runs SNAP through its Bureau for Family Assistance, with applications on WV PATH.
Most households qualify under a 200% gross line ($5,500 a month for four from October 1, 2026) with no savings test. Benefits load on the Mountain State Card between the 1st and 9th, and the 2026 soda ban is over.
Eligibility
West Virginia's 200% gross line, and the 130% test for the few left out
West Virginia checks SNAP income against a 200% line for nearly everyone who applies, because almost every household is authorized to get a state referral brochure. Only cases shut out of that route fall back to 130%. The figures below are the state's own and apply from October 1, 2026.
| Household | Gross limit (200%) | Net limit | Max benefit |
|---|---|---|---|
| 1 person | $2,660 | $1,330 | $306 |
| 2 people | $3,608 | $1,804 | $562 |
| 3 people | $4,554 | $2,277 | $808 |
| 4 people | $5,500 | $2,750 | $1,023 |
| 5 people | $6,448 | $3,224 | $1,217 |
| 6 people | $7,394 | $3,697 | $1,463 |
| 7 people | $8,340 | $4,170 | $1,616 |
| 8 people | $9,288 | $4,644 | $1,841 |
Each extra person adds $474 to the net limit and $225 to the maximum benefit.
Gross limit rule: WV BFA: SNAP reporting thresholds (200% column). Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 27, 2026.
A home loses the brochure route if a required member is serving a fraud (IPV) or certain drug felony disqualification, the family withholds needed facts, someone is on strike, or a single gambling win reaches $4,750. Those cases face 130% ($1,729 at size one, $3,575 at size four) and the asset test.
These 200% amounts are copied from the chart BFA posts on its SNAP page, which also appears in Appendix A of the state manual. For 2, 5 and 8 people they run $1 above a plain 200% of the yearly poverty guideline divided by 12; we print the state's figures because caseworkers use them. Above 8, BFA adds $948 a person.
A household with a member 60 or older or disabled has no gross test if it lands outside the brochure route. It goes straight to the 100% net line, may deduct medical costs above $35 a month, can take a larger shelter deduction, and faces a $4,750 savings limit instead of $3,000.
Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.
- 1Their $3,395 total is past the 130% line of $2,960, which would end the case in a state without broad eligibility. In West Virginia it sits under the $4,554 line for three, so the family is categorically eligible and the gross test counts as passed.
- 2After BFA trims 20% of earnings ($636) and subtracts a flat $217, $2,542 is left. Adding West Virginia's $536 allowance for heat and air to $875 gives $1,411, $140 above half of income ($1,271), so $140 more comes off.
- 3That leaves $2,402 of net income, higher than the 100% net limit of $2,277, yet categorically eligible homes are presumed to meet it. Thirty percent of net is $721; taken off the $808 cap at this size, roughly $87 monthly reaches the Mountain State Card.
How the deductions add up in any SNAP case.
The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.
Payment schedule
A scrambled alphabet sets your SNAP day, from the 1st to the 9th
SNAP lands on the Mountain State Card on one of the first nine days of the month. The day comes from the first letter of the case head's last name, and the letters are not in alphabetical order: B, X, Y and Z go first, while G, L and T wait until the 9th. WV WORKS cash posts on the 1st for everyone.
| Last name begins with | Benefits arrive |
|---|---|
| B, X, Y or Z | 1st |
| C or F | 2nd |
| H, N or V | 3rd |
| I, M, O or U | 4th |
| Q or S | 5th |
| A or W | 6th |
| J, K or P | 7th |
| D, E or R | 8th |
| G, L or T | 9th |
Check the balance on your last receipt, at 1-866-545-6502, or in the FIS ebtEDGE app or ebtEDGE.com, which BFA calls the only approved app. More than three wrong PIN tries lock the card for 24 hours unless you reset the PIN in ebtEDGE.

Get started
WV PATH, a county DoHS office, or a paper DFA-SNAP-1
Create an account on WV PATH and choose Apply Now, or try Screen for Assistance first with no sign-in. You can also print the SNAP-only form (DFA-SNAP-1) or the all-programs form (DFA-2) and hand it to your county DoHS office. A form with just your name, address and signature locks in your filing date.
SNAP needs an interview, which BFA may hold by phone or in person; WV WORKS cash aid is the program that insists on face to face. If it cannot happen the day you apply, the office must schedule one and work around your job hours. Miss it and rescheduling is on you, so call your county office.
Bring or upload proof of identity, income for everyone in the home, rent or mortgage, utility bills, child care costs and, for members 60 or older or disabled, medical bills. BFA sends a checklist (DFA-6) within 10 days of the application, and items you cannot get by the due date should be raised before it passes.
BFA must make benefits usable within 30 days. Expedited service puts them on the card by the seventh calendar day for homes with under $150 in monthly gross income and $100 or less in cash, or whose income and cash together are under rent plus utilities. Only identity has to be proven first.
Why a mailed brochure decides who clears the 200% line
West Virginia uses broad-based categorical eligibility in an unusual form. Every household at or below 200% of poverty is authorized to receive information and referral services, a mailing (form DFA-SNAP-I&R-1) paid for with TANF and state maintenance-of-effort money that lists other programs.
Being authorized for that mailing is what makes the household categorically eligible, from the day it applies, even though the brochure arrives later. The state manual's own example is a family of five at 185% of poverty, over the 130% gross limit but still treated as passing it.
Once a home is categorically eligible, BFA presumes the asset limit, both income tests, residency and sponsored non-citizen rules are met. Benefits are still figured from net income, so a home of three or more can qualify and get nothing; one- and two-person homes get the minimum benefit.

The soda restriction: approved in 2025, in force for six months of 2026
USDA approved West Virginia's request on August 4, 2025, as a two-year demonstration effective January 1, 2026. It removed soda from what SNAP could buy, covering regular, diet and zero-calorie soda. DoHS said water, milk, juice and energy drinks were not affected.
On June 22, 2026, the U.S. District Court for the District of Columbia, in Aragon et al. v. Rollins et al., vacated USDA's approval and barred the waiver from going forward. USDA's July 2, 2026 retailer notice told West Virginia stores to stop enforcing the ban.
Soda is SNAP-eligible again in West Virginia. The current state manual no longer carries the soda rule, which its change log shows had been written as mandatory statewide through December 31, 2027.
Six-month certifications for most, 24 months for older and disabled homes
West Virginia now certifies most SNAP households for 6 months, after 2026 manual updates replaced 12 months with 6. Expedited cases with postponed proof start with 1 or 2 months and are extended once the papers come in.
A home where every adult is 60 or older or disabled and nobody has countable earnings gets 24 months. It returns an interim contact report (PRC-2) at month 12, to the local office or on WV PATH, with no interview. If a working adult or a younger adult moves in, BFA shortens the period after advance notice.
Each renewal works like a new application and needs an interview, unless Social Security completed it. If a renewal closes for missing proof and you turn it in within 30 days after the period ends, it still counts as a renewal, not a new application.

Three changes to report by the 10th, and which income line is yours
Between renewals BFA asks for only three reports, due by the 10th of the month after the change: income going over your gross limit, a single lottery or gambling win over $4,750, and, for adults under the time limit, losing an exemption or dropping below 20 hours a week.
Your income trigger depends on how you were approved. If your benefit was figured at or under 130% of poverty, you report when income passes the 130% line; if above 130%, the trigger is 200%. Your approval notice states which one applies.
Report on WV PATH, by calling 1-877-716-1212, by fax to 304-558-1869, by mail to P.O. Box 1668, Charleston, WV 25326-1668, or on the DFA-SNAP-2 change form sent with your notices. Late reports can create overpayments you must repay.

No county waivers: the 80-hour rule runs in all 55 counties
Since October 1, 2022, state code section 9-8-2 has required every West Virginia county to enforce the time limit for able-bodied adults without dependents. The age range widened under the Fiscal Responsibility Act and, from November 1, 2025, under H.R. 1 to everyone 18 through 64.
Here a dependent means any SNAP household member under 14. Without one, and without an exemption such as pregnancy, half-time school, treatment or caring for an incapacitated person, you get 3 full months in a fixed 36-month period unless you work or train 80 hours a month.
The 36-month clock began in January 2016 and is the same for everyone, and months used in another state count. You regain eligibility by meeting the 80 hours for 30 days. People 60 to 64 are covered by the time limit but do not have to register with WorkForce West Virginia.
Fair hearings at the Inspector General's Board of Review
SNAP appeals are heard by the Board of Review in the Office of Inspector General, not by BFA. Ask by phone at 304-352-0805, by email to OIGBOR@wv.gov, through its online form, or by mail to Building 6, Room 817, State Capitol Complex, Charleston, WV 25305.
You have 90 days from the effective date of the action. BFA must mail notice at least 13 days before a cut, and asking before the effective date keeps the action on hold until a decision. The 13-day notice is not required when SNAP ends or drops as a result of a renewal.
You may also ask for a pre-hearing conference with the worker or supervisor who handled the case. In SNAP hearings you can postpone once for any reason, you may see your case file, and the Board must issue a decision within 60 days of the request.

Activating the Mountain State Card and blocking out-of-state use
Cards come by mail about 7 to 10 days after approval in a plain envelope that can look like junk mail. Activate the card and pick a PIN by calling 1-866-545-6502 or registering at ebtEDGE.com. A replacement card keeps your old PIN.
The ebtEDGE portal and app show 30 days of transactions and let you block internet and out-of-state purchases. BFA warns against third-party apps such as Propel and says FIS ebtEDGE is the only approved one. Report a lost or stolen card at once; replacements take 7 to 10 business days.

Agency name, SSI applications and where complaints go
The agency's name changed on January 1, 2024, when House Bill 2006 split the old Department of Health and Human Resources (DHHR) into three departments. SNAP stayed with what is now the Department of Human Services, so older letters and websites that say DHHR refer to the same program.
Applying for SSI and SNAP together at a Social Security office pauses the SNAP work rules until SSA decides the SSI claim. People who are denied SNAP while an SSI claim is pending must be told in the notice that SSI approval may make them categorically eligible.
Complaints about how SNAP was handled go to BFA Client Services at 1-800-642-8589. Questions about the old soda restriction or other feedback can go to the DoHS public comments address, DoHSPublicComments@wv.gov.
Savings are not counted on the brochure route: Households that qualify through the referral brochure have assets treated as met, and USDA's chart shows no asset cap for them in West Virginia; BFA says most households are not subject to one.
Any other case must stay under $3,000, or $4,750 if any member is past 59 or draws disability benefits, the federal figures in force from October 1, 2026.
Work rules: Most adults must register with WorkForce West Virginia, take suitable work and not quit a 30-hour job without good cause; penalties run 3, 6 and then 12 months. Adults 18 to 64 with no member under 14 get 3 months in a fixed 36-month period unless they log 80 hours a month, in all 55 counties.

Most households can have gross income up to 200% of poverty from October 1, 2026: $2,660 a month for one person, $3,608 for two, $4,554 for three and $5,500 for four. Households outside categorical eligibility use 130%, which is $3,575 for four, plus the 100% net test.
The state assigns days by letter groups rather than A to Z. B, X, Y and Z load on the 1st, C and F on the 2nd, H, N and V on the 3rd, I, M, O and U on the 4th, Q and S on the 5th, A and W on the 6th, J, K and P on the 7th, D, E and R on the 8th, and G, L and T on the 9th.
Not for most households. Categorically eligible homes, which covers nearly everyone at or under 200% of poverty, have the asset test treated as met. Others face $3,000, or $4,750 if a member is 60 or older or disabled.
Yes. The restriction that began January 1, 2026 ended when a federal court vacated USDA's approval on June 22, 2026, and USDA told retailers to stop enforcing it. Energy drinks, juice and milk were never restricted.
Most households are certified for 6 months. Homes where every adult is 60 or older or disabled and no one has countable earnings get 24 months, with a short interim report at month 12 and no interview for it.
No. A state law in effect since October 1, 2022 makes all 55 counties enforce it. Adults 18 to 64 with no household member under 14 and no exemption get 3 months of SNAP in a 36-month period unless they work or train 80 hours a month.
BFA says the FIS ebtEDGE app is the only approved one and tells cardholders to delete others such as Propel. The app and ebtEDGE.com show your balance and history and let you block internet and out-of-state purchases.
