Quick answer: California calls SNAP CalFresh, and CDSS lets most households earn up to 200% of poverty: $5,500 a month for four from October 1, 2026.

Benefits post to the Golden State Advantage EBT card on days 1 to 10, set by your case number's last digit, and people on SSI/SSP have qualified since June 2019.

Eligibility

CalFresh's 200% gross line, straight from the CDSS insert

CDSS prints these gross amounts on its 2026-2027 CalFresh income insert, and the table repeats them as printed. Compare your household's monthly earnings before taxes with the gross amounts; the net and maximum columns carry the federal figures for the year starting October 1, 2026.

California CalFresh gross and net monthly income limits and maximum monthly benefit by household size
HouseholdGross limit (200%)Net limitMax benefit
1 person$2,660$1,330$306
2 people$3,608$1,804$562
3 people$4,554$2,277$808
4 people$5,500$2,750$1,023
5 people$6,448$3,224$1,217
6 people$7,394$3,697$1,463
7 people$8,340$4,170$1,616
8 people$9,288$4,644$1,841

Each extra person adds $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: CDSS: 2026-2027 CalFresh Income and Eligibility Limits (Item 220000). Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 18, 2026.

USDA's categorical eligibility chart files California under every-household coverage: 200% of poverty, no cap on assets. A household outside that coverage is held to 130% instead, which works out to $1,729 for a lone applicant or $3,575 when four people share the case.

Copied from the CDSS insert in effect October 1, 2026 to September 30, 2027. Past eight people, each extra member adds $948 to the gross line and $474 to the net line. A few sizes come out a dollar above a straight 200% calculation rounded to the dollar.

Getting SSI/SSP no longer keeps anyone out. Assembly Bill 1811 ended California's old cash-out policy, and since June 1, 2019 people receiving or authorized to receive SSI/SSP can get CalFresh if they meet the other rules.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

A 72-year-old in Fresno living alone on $1,467 a month from Social Security, paying $900 in rent
  1. 1Because she is 72, CalFresh skips the gross income test. She proves $35.01 to $185 a month in medical costs, which earns the flat $150 deduction; together with the $217 standard deduction, her countable income falls to $1,100.
  2. 2Heat is included in her rent, yet the county's yearly $20.01 energy payment qualifies her for the $686 utility allowance. Rent plus allowance totals $1,586. Everything past $550, half of $1,100, counts, so $1,036 comes off with no cap.
  3. 3Net income lands at $64. CalFresh counts her share as 30% of that, $20 once rounded up, which leaves roughly $286 a month out of the $306 ceiling for a household of one.

Walk through the benefit math step by step.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.

Payment schedule

Golden State Advantage deposits follow your case number, days 1 to 10

CalFresh posts once a month during the first 10 calendar days, weekends and holidays included. Your case number's last digit picks the day: a 1 means the 1st, a 2 the 2nd, and so on through 9, while a 0 lands on the 10th. The county cannot move your day to a different one.

Get started

BenefitsCal, your county office, or a form with three lines filled in

File on BenefitsCal, go to your county social services office, or call 1-877-847-3663 to be connected with your county. An application that shows only your name, address and signature is enough to start the 30-day clock; the rest can follow.

Your county interviews you after the application is in. When you qualify for Expedited Service, BenefitsCal says that interview happens within 3 days of applying.

Bring or upload proof of the costs you want counted. CalFresh treats an expense you do not prove as one you do not have, so rent receipts, utility bills and medical bills can raise the amount you get.

Counties must decide within 30 days, or within 3 days under Expedited Service. You get at least 10 days to hand in proof the county asks for, and at least 10 days' written notice before a cut.

SSI/SSP and CalFresh: the 2019 change that still trips people up

Under a policy known as cash-out, people on SSI/SSP were not eligible for CalFresh in California. Assembly Bill 1811, the 2018-2019 human services budget trailer bill, reversed that policy.

Since June 1, 2019, people receiving or authorized to receive SSI/SSP have been eligible for CalFresh as long as they meet the other rules. If you were turned away years ago because of SSI, that reason no longer applies, so it is worth applying on BenefitsCal now.

SSI households can also use the Restaurant Meals Program if every member is 60 or older, disabled, homeless or a qualifying spouse, and the $150 standard medical deduction below applies to households with a member 60 or older or disabled.

ESAP for older Californians, and the age change on March 1, 2027

The Elderly Simplified Application Project covers CalFresh households in which every member is 60 or older or disabled and nobody has earnings. It drops the recertification interview, skips proof for information that is not questionable, and certifies for up to 36 months with no SAR 7 report.

FNA approved ESAP again for October 1, 2026 through September 30, 2031, but with a catch. From March 1, 2027, the age floor rises from 60 to 65, so people 60 to 64 without a disability leave ESAP at recertifications due in March 2027 or later. Eligibility for people with a disability does not change.

The $60 floor for small ESAP households

Under the state's Minimum Nutrition Benefit pilot, an ESAP household of two or more that gets less than $60 a month in CalFresh or CFAP receives a state-funded top-up, so the two together reach at least $60. The pilot started December 1, 2025.

It was set to end November 30, 2026. On October 13, 2026, CDSS extended it until the money runs out, and participating households get a CF 378C notice before December 1, 2026. Because the pilot follows ESAP rules, the 2027 age change may end it for some households.

California's flat $150 medical deduction

When a household member is 60 or older or disabled and verifies medical costs of $35.01 to $185 a month, CalFresh subtracts a flat $150 instead of the real amount. Costs above $185 can be counted in full, less $35, if you prove them. FNA has approved this method through September 30, 2029.

Missing medical receipts never get a case denied; you simply do not get the deduction. The county must help you collect the papers if you give permission, and a one-time bill can be averaged over 12 months.

Utility allowances from October 2026: $686, $176 or $21

CalFresh counts a fixed utility amount, not your bill. Paying heating or cooling apart from rent earns the $686 Standard Utility Allowance. Without that, two other utilities such as water, sewer, garbage or phone earn the $176 Limited Utility Allowance, and a phone alone earns $21. None is prorated.

Since November 1, 2025, a household with no member over 60 or disabled must have its own heating or cooling bill to claim the $686. Households with such a member still get the yearly $20.01 energy payment from the county, which unlocks the full allowance even when heat is in the rent.

Homeless households with shelter costs get a $205.66 shelter allowance, which already includes utilities, and the cap on the excess shelter deduction is $769 for households without an older or disabled member.

Who in California must log 80 hours, and the seven waived counties

The federal time limit now reaches CalFresh adults 18 to 64. People who used to be excused and now must meet it include those 55 to 64, parents whose youngest child is 14 or older, veterans, people experiencing homelessness, and anyone who was in foster care on their 18th birthday.

You are excused if you are pregnant, care for a sick or disabled person for more than 30 days, get or applied for disability benefits such as SSI or veterans' disability, cannot work 80 hours for health reasons, or identify as an Indian, Urban Indian or California Indian. Half-time students are excused too.

Paid work, volunteering, job training, school or workfare count, alone or combined. From November 1, 2026 to October 31, 2027 the limit is waived in Colusa, Imperial, Kings, Merced, Monterey, Plumas and Tulare. Alpine County's waiver ended October 31, 2026.

Which lawfully present immigrants lost CalFresh on April 1, 2026

H.R. 1 ended federal CalFresh eligibility for several groups starting April 1, 2026: refugees, asylees, most parolees (Cuban and Haitian entrants excepted), people granted withholding of removal, conditional entrants, trafficking victims and battered noncitizens.

It also covers Iraqi and Afghan special immigrant visa holders who are not permanent residents, and certain Afghan and Ukrainian parolees. Households already on CalFresh feel the change at their first recertification after April 1, 2026. Eligible members of the same household can still get CalFresh.

SUN Bucks: $120 a child for California summers

California's Summer EBT program, SUN Bucks, pays $120 for each eligible child to cover food while school is out. Most eligible children are enrolled automatically, and other families apply through their child's school.

Taking SUN Bucks does not affect a family's immigration status, and children can still get CalFresh and summer meals. Card questions go to the helpline at 1-877-328-9677, with live agents Monday to Friday, 6 a.m. to 8 p.m.

Asking for a State Hearing when the county gets it wrong

You have 90 days from the county's action to request a State Hearing, and you must say why. The approval or denial notice explains how. Ask before the action takes effect and your CalFresh stays the same until the hearing or the end of your certification period, whichever comes first.

You may instead let the benefit change while you wait, which avoids repaying it if you lose. If the Administrative Law Judge rules for you, the county restores what was cut. For hearing rights or a legal aid referral, call 1-800-952-5253 (TDD 1-800-952-8349), and you can bring a friend.

Only in California

What else California changes: proof, immigrant status and the shopping list

Soda and candy are still fair game for CalFresh: USDA's food restriction tracker, last updated October 13, 2026, shows no approved or pending waiver for California. Off limits, as before: alcohol, tobacco, pet food, some cooked foods, and non-food goods like toothpaste, soap or paper towels.

CFAP, paid for by the state, gives CalFresh-style benefits to some lawfully present noncitizens barred from the federal program by status or time in the country. Its expansion to income-eligible Californians 55 and older, whatever their immigration status, is scheduled for October 1, 2027 and is not open yet.

Getting CalFresh does not affect your immigration status, and you can apply for eligible family members without applying yourself. The county will not contact immigration authorities about household members who are not applying.

No savings test for most Californians: FNA lists no asset limit for California households under categorical eligibility, so bank balances and retirement savings are not counted for most applicants.

A household outside it faces a resource test of $3,000, or $4,750 if a member is 60-plus or has a disability, the amounts set for the year from October 1, 2026.

  • Restaurant Meals Program, all 58 countiesIf everyone in your CalFresh household is 60 or older, disabled, homeless, or the spouse of such a person, your card buys hot meals at approved restaurants anywhere in the state, not only in your home county. Frequently asked questions

CalFresh questions Californians bring to their county

From October 1, 2026 the ceiling is $306 for one person, $562 for two, $808 for three and $1,023 for four. The county subtracts 30% of your net income from that ceiling.

Households of one or two that qualify receive no less than $25, and ESAP households of two or more may be topped up to $60 under the state pilot.

Adults 18 to 64 with no disability and no household member under 14 must do 80 hours a month of work, volunteering, training or school, or CalFresh stops after 3 full months in 3 years.

Pregnancy and several other conditions excuse you, and seven counties are waived November 1, 2026 to October 31, 2027.

Yes. California ended its cash-out policy through Assembly Bill 1811, and since June 1, 2019 people receiving or authorized to receive SSI/SSP have been eligible if they meet the other rules. Apply on BenefitsCal or through your county like anyone else.

CDSS lists a gross monthly limit of $2,660 for one person, $3,608 for two, $4,554 for three and $5,500 for four, about 200% of poverty, effective October 1, 2026 to September 30, 2027. Most households have no asset test on top of that.

Look at the last digit of your case number. A 1 means the 1st of the month, a 2 the 2nd, and so on up to 9 on the 9th; a 0 means the 10th. Weekends and holidays count, and the county cannot change the day.

Yes, when every person on the case is 60-plus, disabled, homeless, or married to someone who is. The Restaurant Meals Program operates in all 58 counties, and you can use any approved restaurant in California, even outside your county.

No. USDA's waiver tracker, in its October 13, 2026 update, has no California entry, so only the standing federal limits apply: no alcohol, tobacco, pet food, non-food items or most hot foods outside the Restaurant Meals Program.

ESAP lets older or disabled households with no earnings skip the recertification interview and stay certified up to 36 months. From March 1, 2027 the age requirement rises from 60 to 65, so people 60 to 64 without a disability move to regular rules at recertifications due from March 2027.

Up to 30 days. If you have very little money and qualify for Expedited Service, you get benefits within 3 days, with your interview also within 3 days. Apply on BenefitsCal or at the county office to get the clock started.
