Quick answer: Iowa HHS runs SNAP, which it files under Food Assistance.
Most applicants qualify for the state's PHMP, so the gross limit is 160% of poverty ($4,400 a month for four from October 1, 2026) and savings are not counted. Cards load from the 1st to the 10th by last name, and the January 2026 soda and candy ban ended in July 2026.
Eligibility
Iowa's two gross lines: 160% through the PHMP, 130% without it
Every Iowa SNAP application is run against two gross lines. Cases that qualify for the PHMP, which most do, are held to the 160% column below. A case with someone disqualified for fraud falls back to 130% and a savings check. Iowa applies these numbers starting October 1, 2026.
| Household | Gross limit (160%) | Net limit | Max benefit |
|---|---|---|---|
| 1 person | $2,128 | $1,330 | $306 |
| 2 people | $2,886 | $1,804 | $562 |
| 3 people | $3,643 | $2,277 | $808 |
| 4 people | $4,400 | $2,750 | $1,023 |
| 5 people | $5,158 | $3,224 | $1,217 |
| 6 people | $5,915 | $3,697 | $1,463 |
| 7 people | $6,672 | $4,170 | $1,616 |
| 8 people | $7,430 | $4,644 | $1,841 |
Each extra person adds $758 to the gross limit, $474 to the net limit and $225 to the maximum benefit.
Gross limit rule: Iowa HHS Employees' Manual 7-C: Categorical Eligibility and the PHMP. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 26, 2026.
There is no separate PHMP form: the eligibility system checks for it on every SNAP case. A home where someone is serving an intentional program violation penalty is shut out of the PHMP, so it must pass 130% ($1,729 monthly for a lone adult, $3,575 with four people under one roof) and the asset limit.
Iowa's manual still prints the PHMP chart from earlier years ($2,008 for one person), so we applied 160% to the 2026 federal poverty guidelines and rounded up the way USDA does. That gives $2,128 for one person and $4,400 for four. FNA's chart, updated June 29, 2026, lists Iowa at 160%.
A household with a member who is 60 or older or disabled has no gross test at all if its income runs past 160%. In that case HHS checks the 100% net line instead and counts savings against the higher limit for older and disabled households.
Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.
- 1Total income of $3,225 clears the 130% mark of $2,960 but under Iowa's 160% PHMP line of $3,643. The case qualifies through the PHMP, so HHS never weighs the $9,000 sitting in savings.
- 2Taking 20% of pay ($620) and then a flat $217 leaves $2,388. Their $1,300 rent beats half that figure, $1,194, by $106, so $106 comes off for shelter. No utility allowance is added because the landlord pays heat and lights.
- 3Net income ends at $2,282, a little over the $2,277 net line for three, but PHMP cases have the net test treated as met. HHS subtracts 30% of net, $685, from $808, the cap for three, so close to $123 lands on their Iowa EBT card monthly.
Walk through each SNAP deduction.
The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.
Payment schedule
Your surname picks the SNAP date, somewhere from the 1st to the 10th
Iowa HHS posts SNAP on one fixed date between the 1st and the 10th, keyed to the first letter of the last name of the person the case is under. The date does not move for weekends or holidays.
| Case name's last name starts with | Benefits arrive |
|---|---|
| A or B | 1st |
| C or D | 2nd |
| E, F or G | 3rd |
| H or I | 4th |
| J, K or L | 5th |
| M, N or O | 6th |
| P, Q or R | 7th |
| S | 8th |
| T, U or V | 9th |
| W, X, Y or Z | 10th |
Balances and purchase history are free on ConnectEBT.com or the ConnectEBT app. A lost card is replaced by calling 1-800-359-5802, and the new one usually shows up 5 to 7 days after the report.

Get started
Self-Service Portal, an HHS office, or a paper form to Imaging Center 4
Iowa HHS recommends the Self-Service Portal, open around the clock, where you can also upload pay stubs and ID. You can instead apply at a local HHS office, or print the Food and Financial Support Application (470-0462) and email, fax or mail it to Imaging Center 4 in Cedar Rapids.
Next comes an interview, almost always by phone; HHS sends a notice with the time or call-in steps. Missed it? You get a chance to reschedule, but HHS mails a Notice of Missed Interview, and without one the application is denied on day 30. An authorized representative can do the interview for you.
Keep handy: ID for each applicant, pay stubs, award letters for benefits, your rent or mortgage figure, utility bills, child care and medical costs, and statements for bank or trust accounts. Non-citizens applying need proof of immigration status. You can submit the form before you have everything.
Iowa HHS issues a Notice of Decision within 30 days of the interview, and the card comes by mail about 10 days later. Under emergency service, a household with $100 or less in liquid resources and under $150 in gross monthly income must have its EBT card in hand by the seventh calendar day after applying.
The marriage-awareness program that opens SNAP to 160% of poverty
Iowa's broad-based eligibility runs through an oddly named program: the Promoting Awareness of the Benefits of a Healthy Marriage Program, or PHMP. TANF block grant money pays for it, and it hands out information on stable marriages. Being eligible for it makes a household categorically eligible for SNAP.
To qualify, gross countable income must be at or below 160% of poverty, no member can be disqualified for an intentional program violation, and the SNAP benefit must be above zero. One- and two-person homes that would get the minimum benefit count. Married or not makes no difference.
For a PHMP case, HHS treats the resource limits and both income limits as met. It still verifies Social Security numbers, Iowa residency and any sponsored-immigrant details, and the benefit is figured the usual way from net income. You can ask for the healthy marriage pamphlet, Comm. 390, if you want it.

Iowa's soda and candy ban: January 1 to July 2, 2026
On May 22, 2025, USDA approved a two-year Iowa demonstration, effective January 1, 2026, that limited SNAP to foods the Iowa Department of Revenue does not tax. Pop and sugary drinks under 50% juice, candy and candy-coated items were blocked, and a December 12, 2025 change added prepared foods.
On June 22, 2026, the federal district court in Washington, D.C. ordered USDA's approval vacated in Aragon et al. v. Rollins et al. USDA notified Iowa HHS, and on July 2, 2026 HHS told every SNAP retailer to reprogram registers so all items that count as food under federal rules are allowed again.
Anything you could buy with SNAP before January 1, 2026 is back on the list at Iowa stores, whichever state issued the card. SUN Bucks follow the federal food rules as well.
Work rules, voluntary E&T and an ABAWD clock that restarts December 1
Most adults 16 to 59 must accept a suitable job offer, keep working at least 30 hours a week if they have a job, and answer HHS questions about work. You are exempt if, for example, you care for a child under 6, already earn $217.50 a week, get or applied for unemployment, or attend school at least half time.
A first violation without good reason stops SNAP for 2 months, a second for 3, and a third for 6, and you must comply before benefits restart. Iowa does not require E&T, so the free training program is something you choose.
Adults 18 to 64 who live with no child under 14, are not pregnant and can work must log 80 hours a month in work, an approved job program, volunteering or work-in-kind, or SNAP stops after 3 months. Iowa's current three-year period ends November 30, 2026, and a dip below 80 hours must be reported by the 10th.
What Iowa households report between reviews
Iowa asks for only three reports, each due by the 10th of the month after it happens: total gross income going over the limit for your household size, a work-requirement adult who had been working 80 hours dropping below that, or a single lottery or gambling win at or above the federal cutoff. Call 1-877-347-5678.
Before the certification period ends, HHS mails a recertification form with an expiration notice. Return it by the due date and do the interview if one is required, which is usually by phone. Late reports can lead to overpayments that must be repaid.

Which non-citizens can get Iowa SNAP after the 2025 federal law
Iowa HHS tells providers that the 2025 federal budget law, H.R. 1, limits SNAP to citizens, lawful permanent residents, Cuban and Haitian entrants, and people living in the U.S. under the Compacts of Free Association, effective when the law was enacted.
The same law shifts more of the program's administrative cost to Iowa: from October 1, 2026, the state pays 75% instead of half. That changes nothing about how a household applies or what it receives.
Locking the Iowa EBT card, because stolen SNAP is not repaid
Iowa HHS states that stolen SNAP benefits cannot be replaced. If money disappears, call EBT Customer Service at 1-800-359-5802 for a new card, report the theft to local police, and you may also report it to the USDA Office of Inspector General at 1-800-424-9121.
In the ConnectEBT app or on ConnectEBT.com you can lock the card everywhere, which blocks in-store and online buying, or lock it only outside Iowa. You get an email each time the status changes, and a locked card shows DISABLED CARD at the register.
HHS suggests keeping the card locked outside Iowa at all times, switching to that setting right at checkout, and locking it everywhere again once you pay. Change your PIN before your issuance date each month, and remember HHS never calls or texts for a PIN.

Asking an Iowa judge to review a SNAP decision
You have 90 days to appeal a SNAP decision. Ask in person, by phone, or in writing through the online Appeal and Request for Hearing form, a letter, or the paper form, sent to HHS Appeals, 321 E. 12th St., Des Moines, IA 50319, by fax to 515-564-4044 or email to appeals@hhs.iowa.gov.
To keep benefits flowing while you wait, appeal within 10 calendar days of receiving the notice; HHS treats it as received 5 days after the date printed on it. If the department turns out to be right, those extra benefits may have to be repaid. You can also opt out of continued benefits.
Hearings are by phone before an administrative law judge at the Department of Inspections, Appeals and Licensing, and you must call in yourself. For SNAP appeals filed from July 1, 2026, you have 14 days to ask for review of the proposed decision, and 30 days after a final decision to petition district court.

Iowa extras: mixed-status families, free legal help, nutrition classes
Families where some members lack lawful status can still apply for those who qualify, such as U.S. citizen children. HHS says it will not contact immigration authorities about the people you are not applying for, though their income and assets may be counted for the rest of the household.
Iowa Legal Aid gives free civil legal help with SNAP problems and appeals at 1-800-532-1275, or 515-243-1193 for Polk County residents.
Iowa HHS also runs Pick a Better Snack, and Iowa State University Extension runs Spend Smart. Eat Smart., two nutrition resources the state SNAP page links to for recipients.
Savings almost never block an Iowa case: PHMP has no resource limit, and FNA's broad-based eligibility chart lists Iowa with no cap on assets. Only cases outside the PHMP face a test.
Their cap is $3,000, or $4,750 once a senior aged 60 or a disabled person lives there, per the federal figures for October 2026 on. One vehicle per household and retirement accounts such as IPERS, 401(k)s and IRAs never count.

Frequently asked questions
Iowa SNAP questions, answered from Iowa HHS sources
Most households can have gross monthly income up to 160% of poverty from October 1, 2026: $2,128 for one person, $2,886 for two, $3,643 for three and $4,400 for four. That line comes through the PHMP. A household outside the PHMP uses 130%, $3,575 for four, plus the 100% net test.
It is the Promoting Awareness of the Benefits of a Healthy Marriage Program, a TANF-funded information program. HHS checks every SNAP case for it automatically. No marriage is required: income at or under 160%, no fraud disqualification and a benefit above zero are what count.
Not if you qualify for the PHMP, which has no resource limit. Only households outside it, such as those with a member under a fraud penalty, face the $3,000 limit, or $4,750 with someone 60 or older or disabled. One vehicle and retirement accounts are always excluded.
On the same day each month, set by the first letter of the case name's last name: A or B on the 1st, C or D on the 2nd, on through S on the 8th, T to V on the 9th and W to Z on the 10th. Weekends and holidays do not change it.
Yes. The restriction that began January 1, 2026 was vacated by a federal court on June 22, 2026, and on July 2 Iowa HHS told retailers to allow every item that meets the federal definition of food. Hot foods, alcohol, tobacco and supplements are still excluded.
Usually not. Iowa HHS conducts most SNAP interviews by phone, both for new applications and for recertifications. If you miss yours you can reschedule, but the application is denied on day 30 if the interview never happens.
No. SNAP Employment and Training is voluntary in Iowa. You still must follow the general work rules, and adults 18 to 64 without a child under 14 in the home must meet the 80-hour monthly requirement to keep SNAP past 3 months in 3 years.
No, Iowa HHS says stolen benefits cannot be replaced. Call 1-800-359-5802 to cancel the card and get a new one, file a police report, and use the ConnectEBT app to keep the card locked outside Iowa or everywhere between shopping trips.
Within 90 days, by phone at 1-888-723-9637, in person, online or in writing to HHS Appeals in Des Moines. Appeal within 10 days of receiving the notice to keep your current benefit until a judge decides. Iowa Legal Aid offers free help at 1-800-532-1275.
