Food stamps (SNAP) in
New York.

Quick answer: New York's SNAP, run by OTDA and in the five boroughs by HRA, uses three gross income lines: 130% with no earnings, 150% with wages, and 200% for older or disabled members or dependent care costs.
From October 1, 2026 a working family of three can earn up to $3,415 a month, and most households face no savings test.
Eligibility
The 150% line for working New Yorkers, and the two lines on either side of it
This is OTDA's chart for households that earn wages and have no member 60 or older, no disabled member and no dependent care bill. Measure gross pay against the left column; net limits and maximum benefits to its right are the federal figures dated October 1, 2026.
| Household | Gross limit (150%) | Net limit | Max benefit |
|---|---|---|---|
| 1 person | $1,995 | $1,330 | $306 |
| 2 people | $2,705 | $1,804 | $562 |
| 3 people | $3,415 | $2,277 | $808 |
| 4 people | $4,125 | $2,750 | $1,023 |
| 5 people | $4,835 | $3,224 | $1,217 |
| 6 people | $5,545 | $3,697 | $1,463 |
| 7 people | $6,255 | $4,170 | $1,616 |
| 8 people | $6,965 | $4,644 | $1,841 |
Each extra person adds $474 to the net limit and $225 to the maximum benefit.
Gross limit rule: OTDA: SNAP income guidelines for households with earned income (October 1, 2026). Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 18, 2026.
New York runs three gross lines, not one. A household with no earnings at all gets the federal 130% test ($1,729 alone, $3,575 with four people). An older or disabled member, or out-of-pocket dependent care, lifts the line to 200%, $5,500 at household size four.
OTDA publishes this 150% chart alongside separate 130% and 200% charts, all dated October 1, 2026. Each person past eight adds $710 at the 150% line. A household with a sanctioned member or a program violation cannot use the 150% or 200% routes.
Households of one or two that pass the 200% test get at least the $25 minimum. For three or more people, passing any gross test is not enough on its own: the budget still has to produce a benefit above zero.
Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.
- 1No one is over 60 or disabled and nobody pays for child care, so OTDA applies its 150% line for earning households: $3,415 for 3 people. Gross pay of $3,200 clears it, although it would fail a plain 130% test of $2,960.
- 2Taking 20% off the wages leaves $2,560, and the $217 standard deduction brings it to $2,343. The $1,800 rent plus New York City's $1,100 heating and air conditioning allowance adds up to shelter costs of $2,900.
- 3Costs above $1,171.50, half of that income, reach $1,728.50, more than the $769 limit, so $769 is deducted. Net income is $1,574; 30% of it is $473, and $808 minus $473 gives this household $335 a month.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.
Payment schedule
Deposit days: case-number digit upstate, a rotating calendar in NYC
Outside the five boroughs, SNAP posts during the first nine days of the month by your case number's last digit: 0 or 1 on the 1st, 2 on the 2nd, and up to 9 on the 9th.
New York City spreads deposits across 10 days in the first two weeks, skipping Sundays and holidays, so its dates shift from month to month.
| Case number ends in (outside NYC) | Benefits arrive |
|---|---|
| 0 or 1 | 1st |
| 2 | 2nd |
| 3 | 3rd |
| 4 | 4th |
| 5 | 5th |
| 6 | 6th |
| 7 | 7th |
| 8 | 8th |
| 9 | 9th |
For NYC, OTDA posts a six-month pickup schedule by toe digit (the case number's last digit), and column A is the SNAP date. In October 2026, A dates ran from October 1 for a 0 to October 13 for a 9. SNAP left untouched for 274 days in a row is removed and cannot be reissued.

Interview and processing time
Fill in what you can, but do not hold the form back while you hunt for papers. Whatever you cannot answer, the worker can help you complete during the interview.
If you qualify, SNAP must start no later than 30 days after the office receives your application. Households with little or no money are screened for expedited SNAP, which puts the first benefit on the card within seven days.
Why New York has three gross income lines instead of one
New York grants categorical eligibility through its Helping Hands brochure, mailed to households every year. FNA's chart shows it reaching households with dependent care costs at 200% of poverty and households with earned income at 150%. Everyone else uses the federal 130% test.
OTDA's October 2026 standards add the elderly and disabled to the 200% group. For a household of four, that is $3,575 a month with no earnings, $4,125 with wages, and $5,500 when someone is 60 or older, disabled, or the household pays for dependent care.
Someone 60 or older who cannot buy or prepare meals because of a disability may apply as a separate unit with a spouse, if the others in the home have income at or under 165% of poverty. OTDA lists that line as $2,976 a month for two people.
Applying in the five boroughs versus everywhere else
New York City SNAP is run by the Human Resources Administration. You apply and manage the case on ACCESS HRA, interview by phone through On Demand, and can walk into any SNAP Center. If everyone in the home gets or is applying for SSI, HRA lets you apply at a Social Security office instead.
In the other 57 counties, your local Department of Social Services handles the case and myBenefits.ny.gov is the online door. The OTDA hotline, 1-800-342-3009, gives the address and phone number of the office for where you live.

Utility allowances by region: NYC $1,100, Long Island $1,023, rest of state $908
OTDA does not use your real bills in the shelter deduction. It uses a set allowance that depends on where you live. The heating and air conditioning allowance is $1,100 in New York City, $1,023 in Nassau and Suffolk and $908 everywhere else, from October 1, 2026.
Without a heating or cooling cost, the utility allowance is $434, $402 or $368 by the same regions, and phone-only households get $33. Water, sewer and trash are already folded into the amounts. The excess shelter deduction tops out at $769, and the homeless shelter deduction is $205.66.
NYSCAP: SNAP that opens by itself for SSI recipients who live alone
Under the New York State Combined Application Project, a single person in active receipt of SSI whom Social Security codes as living independently gets a SNAP case opened automatically, with no application. NYSCAP replaced the older NYSNIP program, which ended November 30, 2024.
The case opens at no less than the minimum benefit, budgeting your SSI and the standard deduction only. A form called LDSS-4841 comes with the opening letter so you can report rent, utilities and medical costs for a larger amount; returning it is optional and never counts against you.
Use the benefit within 90 days of the case opening or it closes and the money is removed. Approval lasts 36 months, with one interim report at month 18.

New York's ABAWD rules after the near-statewide waiver ended
Until February 28, 2026, the time limit was waived in every county except Saratoga. Since March 1, 2026 it applies statewide, and USDA approved a waiver only for the Tuscarora Nation and Poospatuck reservations, running through February 28, 2027.
The 3-year clock reset on October 1, 2026. If you lost SNAP between June 1 and September 30, 2026 for missing the work rules, you can reapply on myBenefits.ny.gov or, in NYC, on ACCESS HRA.
Volunteering counts by a formula: your monthly SNAP divided by the state minimum wage for your area. With $300 in SNAP and a $16 minimum wage, that is 18 hours a month. Tell your district within 10 days after a month ends if your hours fell below 80.
People 60 to 64 are excused from the general work rules but can still face the ABAWD limit. You are also excused if a household member is under 14, you are pregnant, you get disability benefits, or you earn $217.50 a week or more.

What happens after a missed work rule: conciliation, then one, three or six months
If you skip an assigned activity or quit a job without good cause, the district first sends a Conciliation Notification and offers a meeting. Contact it by the date on the notice; with good cause, your SNAP stays the same, and otherwise you get a chance to finish the activity.
Penalties grow with each instance: one month without SNAP the first time, three months the second, and six months for the third and every one after. Proving you should have been excused lets benefits restart before the period ends.

Summer EBT in New York: $120 per child
Children 6 to 16 whose households get SNAP, cash assistance or Medicaid are enrolled automatically, and so are children their school directly certifies for free or reduced-price lunch. Other families could apply by September 8, 2026; later applications roll into Summer 2027.
Each child gets one $120 payment. Issuance began June 16, 2026, and the money expires 122 days after it lands, so spend it soon. The helpline is 1-833-452-0096.

Requesting an OTDA fair hearing
Ask online, by phone at 1-800-342-3334, in person at 5 Beaver Street in Manhattan or 40 North Pearl Street in Albany, or by mailing the request form to the Office of Administrative Hearings, P.O. Box 1930, Albany, NY 12201-1930. The fax is 518-473-6735.
To keep aid continuing while you wait, fax or postmark the request by the date on your notice of intent. OTDA mails an acknowledgment, form OAH-4420, once it logs the request. In NYC, emergencies go to 1-800-205-0110.

New York details: chip cards, renewals and campus eligibility
USDA's October 13, 2026 tracker of food restriction waivers lists nothing for New York, which leaves soda and candy purchasable. What SNAP never covers here: beer, wine, liquor, cigarettes, hot foods, food eaten in the store, pet food, soap, paper goods, vitamins or medicine.
OTDA is switching New York to chip and tap EBT cards, and stores, banks and Restaurant Meals Program sites must accept them by December 1, 2026. Until then, freeze the card on ebtEDGE between purchases to block skimming, and change your PIN by calling 1-888-328-6399.
About two months before your certification ends, OTDA mails a recertification packet with an interview date on page one. Send the application before that interview; if it arrives after the date, rescheduling falls to you.
Some half-time college students qualify through their program: those in a qualified career and technical education program at a SUNY or CUNY community, technology or comprehensive college, and those enrolled at one of the state's 10 Educational Opportunity Centers.
Savings rarely matter in New York: Since January 1, 2008, most New York applicants no longer have to pass a savings test, so checking, savings and retirement accounts do not keep you off SNAP.
A resource limit applies only to a household that is not categorically eligible: $3,000, or $4,750 for an aged or disabled household.
- Restaurant Meals Program, with a 10% discountThere is no application. OTDA marks your case eligible automatically when every member is 60 or older, has a disability (spouses of both count), or is homeless, and ebtEDGE shows the status. Participating restaurants take 10% off meals paid with SNAP.Official page
- SNAP Employment and Training costs paidIf your district assigns a SNAP E&T activity, it pays necessary costs such as transportation, child care, safety gear, tools, books and uniforms. If it cannot cover them, you are excused, and you can never be required to do more than 30 hours a week.Official page

Outside New York City, by the last digit of your case number during the first nine days: 0 or 1 on the 1st through 9 on the 9th. In the city, deposits spread over the first two weeks on dates that change monthly, so check OTDA's six-month NYC pickup schedule, column A.
Usually not. Through NYSCAP, OTDA opens a SNAP case automatically for single SSI recipients that Social Security codes as living independently. Spend the benefit within 90 days or the case closes, and return form LDSS-4841 if you want rent and medical costs counted for a higher amount.
Apply on ACCESS HRA or at any HRA SNAP Center, then complete your interview by calling On Demand at 929-273-1872, weekdays 8:30 a.m. to 5 p.m. Upload documents in the ACCESS HRA app before you call. Questions go to the Infoline at 1-877-472-8411 or 311.
