Quick answer: The Virginia Department of Social Services runs SNAP through local social services offices and the CommonHelp portal.

Most households face a 200% gross limit ($5,500 a month for four from October 1, 2026) and no asset test. Benefits post on the 1st, 4th or 7th by case number, and carbonated sweetened drinks leave the SNAP list on November 1, 2026.

Eligibility

Virginia's 200% gross line, and the 130% chart a few cases still use

VDSS posts a 130% column and a 200% column side by side, and nearly every applicant is judged on the 200% one. The 130% figures only matter for a case that cannot use broad-based eligibility. VDSS switched to these amounts on October 1, 2026.

Virginia SNAP gross and net monthly income limits and maximum monthly benefit by household size
HouseholdGross limit (200%)Net limitMax benefit
1 person$2,660$1,330$306
2 people$3,608$1,804$562
3 people$4,554$2,277$808
4 people$5,500$2,750$1,023
5 people$6,448$3,224$1,217
6 people$7,394$3,697$1,463
7 people$8,340$4,170$1,616
8 people$9,288$4,644$1,841

Each extra person adds $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: VDSS: SNAP income eligibility standards, Oct. 1, 2026 to Sept. 30, 2027. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 26, 2026.

A household the manual treats as ineligible for broad-based eligibility drops to the 130% chart instead, which tops out at $1,729 for someone living alone and $3,575 in a home of four. That case must also pass the 100% net line and a resource cap.

These are the BBCE gross figures VDSS posts on its SNAP page for October 1, 2026 through September 30, 2027 ($948 for each extra person). They match 200% of the 2026 federal poverty guidelines, and FNA's broad-based eligibility chart lists Virginia at 200% with no asset limit.

Outside broad-based eligibility, if someone in the home is 60 or older or disabled, or turns 60 in the month you apply, the household only has to pass the 100% net income limit. Their shelter costs are not capped either, so high rent can still bring the case under the net line.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

A Norfolk household of four: $3,800 a month from one full-time job, $125 in child support received, and $1,700 rent with water and power paid by the landlord
  1. 1Their $3,925 total beats the 130% cutoff, $3,575, so that test alone would turn them away. Under Virginia's 200% broad-based test the limit for four is $5,500, and they pass without any check of savings.
  2. 2VDSS takes 20% off the paycheck ($760) and subtracts $229 as the flat standard amount, for $2,936. The lease shows $1,700 rent, which tops $1,468 (half the adjusted figure) by $232, and that $232 is their shelter deduction.
  3. 3What remains, $2,704, sits below the $2,750 net line. Thirty percent, $812, is deducted from $1,023, the top allotment for four, leaving about $211 to land on the Virginia EBT card every month.
  4. 4Since October 2025 Virginia needs paper proof of rent before it counts the shelter deduction, so this household would send the lease or a landlord statement. Without it, the benefit would be figured with no shelter deduction at all.

Our step-by-step SNAP payment guide.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies. From November 1, 2026, soda, diet and zero-sugar soda, carbonated energy drinks, and any carbonated drink with 5 grams or more of added sugar per serving are also excluded.

Payment schedule

The 1st, the 4th or the 7th: how your case number sets the date

Virginia loads SNAP on one of three days, set by the last digit of your case number (not the number on the EBT card). The deposit lands at 12:01 a.m. on that date, weekends and holidays included.

Unused benefits roll over month to month, but if the card goes nine months without a purchase the older benefits expire. Check the balance on ConnectEBT.com, in the ConnectEBT app, or at 1-866-281-2448.

Get started

CommonHelp, the Enterprise Call Center, or your city or county office

Apply on CommonHelp, by phone through the Enterprise Call Center at 1-833-522-5582, or at the social services office for the city or county you live in. The paper Application for Benefits can be mailed, faxed or dropped off. A form with just your name, address and signature locks in your filing date.

A benefit programs specialist then interviews you by phone, or in person at the local office if you ask for that or the worker decides it is needed. A letter gives the date and time. If you miss it, VDSS mails a Missed Interview Notice; if you do not reschedule, the application is denied on day 30.

Have on hand: your Social Security number, pay stubs or award letters, a lease, mortgage statement or rent receipt, utility bills, bank details, and ID such as a driver's license. Since October 2025 child care, shelter and medical costs must be shown on paper, and you get at least 10 days to send it.

Local offices must decide within 30 days of the filing date and should schedule the interview by day 20. Expedited service pays within 7 days if gross monthly income is under $150 with $100 or less in cash and bank accounts, if rent and utilities top income plus cash, or for a migrant or seasonal farmworker.

The SNAP Healthy beverage rule: no soda on EBT from November 1, 2026

USDA approved Virginia's request to drop sweetened beverages from SNAP on December 10, 2025, as a two-year demonstration first set to start April 1, 2026. On February 25, 2026 USDA agreed to move the start to October 1, 2026, and VDSS says registers stop taking SNAP for the drinks on November 1, 2026.

The list is short: soda, diet soda, zero-sugar soda, carbonated energy drinks, and carbonated drinks with 5 grams or more of added sugar per serving. Juice, milk, lemonade, iced tea and coffee, sports drinks, kombucha, unsweetened seltzer, non-carbonated energy drinks and infant formula stay eligible.

Food items do not change, and neither does your benefit amount or deposit date. The rule covers every SNAP purchase at a Virginia store or online retailer, including cards from other states. You can still buy soda in the same trip with other money. Questions go to SNAPHealthy@dss.virginia.gov.

Chip EBT cards arriving through December 2026

VDSS started mailing chip-enabled EBT cards in September 2026 and says every Virginia cardholder will have one by December 31, 2026. You tap or insert the new card instead of swiping, and it carries an expiration date and a three-digit security code used for online orders and PIN resets.

The old magnetic-stripe card stops working once you activate the chip card, or 60 days after the new one is mailed, whichever comes first. You choose a new PIN for each new card. Keep your address and phone number current with the local office so the card reaches you.

VaCAP ends and ESAP takes over for older Virginians

VaCAP, which streamlined SNAP for older SSI recipients and paid a fixed amount, ended June 1, 2026. Those cases move to the Elderly Simplified Application Project at their next recertification, keep certification periods of up to 36 months, and now get a benefit figured from income and costs.

ESAP covers homes where every eligible member is 60 or older and nobody has earnings. VDSS checks income through data matches, applies a standard medical deduction once $35 a month in medical costs is shown, and skips interim reports. Renewal interviews happen only if you ask, things change, or the case would close.

Virginia's SNAP work requirement after the July 2025 federal law

The federal law signed July 4, 2025 raised the time limit's upper age from 55 to 65 and narrowed the child exemption to homes with a child under 14. Job-market waivers ended, and from November 1, 2025 veterans, homeless adults and former foster youth 18 to 24 lost their automatic exemptions.

You stay exempt if you are pregnant, cannot work for medical reasons, care for someone sick or disabled, work 20 hours a week, get or applied for unemployment, are in VIEW, WIOA or Trade Adjustment Assistance, attend school half time, or are in addiction treatment. Tell your benefit programs specialist.

Interim reports and the few changes Virginia asks you to report

Cases certified 7 months or longer file a midpoint Interim Report, ESAP cases aside. Otherwise, a household certified for 5 months or more reports just three things: income going over its gross limit, lottery or gambling winnings of $4,750 or more (the FY2027 federal figure; Transmittal 36 still shows $4,500), or a time-limited adult dropping below 20 work hours a week.

Report within 10 days of the change, or by the 10th of the following month at the latest, using the Change Report form, CommonHelp, a phone call or a visit. A mailed report counts as on time if the postmark falls inside the 10 days. A new address must come with proof of the new rent to keep the shelter deduction.

Appealing to the VDSS Appeals and Fair Hearings Unit

For SNAP you have 90 days from the notice to appeal, and a current recipient who thinks the amount is too low can appeal at any time. File through CommonHelp, by email to appeals@dss.virginia.gov, by calling 1-800-552-7096, by fax to 804-726-7656, or by mail to the unit at 5600 Cox Road, Glen Allen, VA 23060.

To keep benefits during the appeal, file before the local agency acts, or within 10 days of a notice that took effect at once. That does not apply to a cut made at renewal, and you may owe back what you got if you lose. The hearing is by phone, with at least 10 days' notice and a decision mailed within 60 days.

Local offices, nonapplicants and the October 2026 scam warning

SNAP in Virginia is handled by the local department of social services for each city and county, not by a single state office. Your case, interview and benefit programs specialist all sit with that local agency, and closures are posted on the VDSS alerts page.

On an application you can list someone in the home as a nonapplicant, for example a relative who does not want to share immigration details. They give no Social Security number or status, but a spouse, parent or child listed that way still has income and resources counted for the others.

Scam calls and texts aimed at Virginia EBT cardholders were flagged by VDSS on October 21, 2026. If you answered one, call 1-866-281-2448 right away or contact your local office. Lock the card in ConnectEBT between shopping trips.

No savings test under broad-based eligibility: FNA's chart shows Virginia's broad-based route has no asset cap, so money in the bank or an extra vehicle will not sink most applications.

Cases outside that route face the federal ceiling from October 2026: $3,000, rising to $4,750 for a household with a senior aged 60 or over or a member with a disability.

Work rules: Adults 18 to 64 who can work and have no child under 14 at home get 3 months of SNAP in 3 years unless they work or train 20 hours a week or meet an exemption. FNA's October 2026 list shows no Virginia locality with a time limit waiver.

Frequently asked questions

Virginia SNAP questions, checked against VDSS

From October 1, 2026, most households can have gross income up to 200% of poverty: $2,660 a month for one person, $3,608 for two, $4,554 for three and $5,500 for four. A household that cannot use broad-based eligibility is held to 130%, which is $3,575 for four, plus the net income test.

Not for most applicants. Broad-based eligibility in Virginia has no asset limit. Only cases outside it face the $3,000 limit, or $4,750 when someone in the home is 60 or older or disabled.

It depends on the last digit of your case number. Numbers ending 0 to 3 load on the 1st, 4 or 5 on the 4th, and 6 to 9 on the 7th, at 12:01 a.m., even on weekends and holidays.

Only until October 31, 2026. From November 1, 2026, soda, diet and zero-sugar soda, carbonated energy drinks and carbonated drinks with 5 grams or more of added sugar per serving are off the list. Juice, milk, sports drinks and plain seltzer stay eligible.

Yes. Virginia asks for documents showing shelter, utility, dependent care and medical costs at application, interim report and renewal. A lease, rent receipt, utility bill or medical bill works, and you get at least 10 days after the Verification Checklist arrives.

It can be by phone or in person at your local department of social services, which sends a letter with the date and time. You can ask for a face-to-face interview. Missing it without rescheduling leads to denial on day 30.

VaCAP ended June 1, 2026. At your next recertification your case moves to ESAP, the fixed amount ends, and the benefit is based on your income, shelter and medical costs. Certification periods can still run up to 36 months.

When you activate the new chip card, or 60 days after it was mailed. VDSS says all cardholders will get a chip card by December 31, 2026. Call 1-866-281-2448 if yours has not arrived.

90 days from the notice, or any time if you already get SNAP and think the amount is too low. File with the Appeals and Fair Hearings Unit online, by phone at 1-800-552-7096, by email, mail or fax.
