Quick answer: Arizona's Department of Economic Security (DES) calls SNAP Nutrition Assistance.

Since March 1, 2026, its gross income cap has been 200% of poverty: $5,500 a month for a family of four from October 2026. Deposits reach the Quest EBT card from the 1st to the 13th, set by the first letter of your last name.

Eligibility

Arizona's 200% gross limit and who still faces an asset test

Gross monthly income (before taxes) must be at or under the gross limit for your household size. Net income (after deductions) must be under the net limit. Maximum benefits apply from October 1, 2026.

Arizona Nutrition Assistance (SNAP) gross and net monthly income limits and maximum monthly benefit by household size
HouseholdGross limit (200%)Net limitMax benefit
1 person$2,660$1,330$306
2 people$3,608$1,804$562
3 people$4,554$2,277$808
4 people$5,500$2,750$1,023
5 people$6,448$3,224$1,217
6 people$7,394$3,697$1,463
7 people$8,340$4,170$1,616
8 people$9,288$4,644$1,841

Each extra person adds $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: DES CNAP Manual: NA 200% of the Federal Poverty Level (effective 10/01/2026). Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 16, 2026.

Arizona uses broad-based categorical eligibility, so most households face the 200% gross limit. Households it does not cover use 130%: $1,729 a month for one person and $3,575 for four.

The table above is copied from the DES policy manual block that takes effect October 1, 2026, and each person past eight adds $948. A few sizes are a dollar off a plain 200% calculation because DES does its own rounding.

Categorical eligibility does not cover a household with a member disqualified for a program violation, a drug conviction, fleeing felon status or trafficking, or whose lead member broke a work rule. Those households face the 130% gross test, the net test and the resource limit.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

Your amount is the maximum for your household size minus 30% of your net income. See the math with examples.

Worked example: 3 people, $1,500 a month in wages, no rent or child care costs
Gross income vs. the limit$1,500 (limit $4,554)
After the 20% earnings deduction$1,200
After the $217 standard deduction$983 net (limit $2,277)
30% of net income$295
Monthly benefit$808 max minus $295 = about $513

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.

Quest card deposit days run A to Z, the 1st through the 13th

After your first month, Arizona makes Nutrition Assistance available on your Quest card on the same day each month, from the 1st to the 13th. The first letter of the primary applicant's last name sets the day, two letters per day: A and B on the 1st, through Y and Z on the 13th.

Get started

HEAplus, a mailed or faxed FAA-0001A, or a DES office

Apply on Health-e-Arizona Plus, or download the Application for Benefits (FAA-0001A) and send it by mail or fax. You can also apply at any DES Family Assistance office, or get free help from a Community Assistor near your ZIP code.

Complete your eligibility interview by phone on the Statewide Interview Line, 855-777-8590, weekdays 7 a.m. to 3 p.m., or in person at any DES office weekdays 8 a.m. to 5 p.m.

Whether you call in or go to an office, have income records, ID, Social Security numbers and proof of citizenship with you, because DES asks about them during the interview.

DES decides most applications within 30 days of the application date, and within 7 days if you qualify for emergency (expedited) benefits.

How Arizona's 200% categorical eligibility works

Arizona's policy manual sets expanded categorical eligibility at 200% of the federal poverty level, effective March 1, 2026. The dollar limits for the year starting October 1, 2026 are in the income table near the top of this page.

Passing the 200% test also counts as meeting the resource and net income tests. Your benefit is still worked out from net income, so a household near the limit can qualify for a small amount. DES notes that categorically eligible households of three or more get their actual amount, which can be $0.

Households where every member gets SSI, Cash Assistance, Tribal TANF or similar help qualify through basic categorical eligibility instead, which also counts as passing the resource test.

Seven-day emergency Nutrition Assistance in Arizona

Every new application is screened for expedited service. You may qualify if your income this month is under $150 and your cash and bank money is $100 or less, if income plus that money is less than your rent or mortgage and utilities, or if you are a destitute migrant or seasonal farmworker with $100 or less.

DES must decide by the seventh calendar day after it gets your application, and benefits are on the card by then. You must finish your interview within those seven days. Only the main applicant's identity has to be proven first; other proof can wait.

There is no limit on how many times a household can get expedited service. The exception: if proof postponed at your last expedited approval never reached DES, the regular 30-day timeline applies.

ESAP: the 36-month track for Arizonans 65 and older

The Elderly Simplified Application Project is for households where everyone applying is 65 or older with no earned or self-employment income. Work traded for meals or housing does not count. ESAP uses a shorter form (FAA-1821A) and simpler interview and proof steps.

ESAP households are approved for 36 months, have no mid-approval contact with DES, may not need an interview to renew, and report fewer changes. They must report if gross monthly income goes over 130% of the poverty level.

Apply by phone at 855-234-4960, in person, on HEAplus, or by mailing or faxing FAA-1821A to the ESAP Unit, PO Box 19009, Phoenix, AZ 85005-9009. The fax is 602-257-7031 in the 602, 480 and 623 area codes, or 844-680-9840 toll free.

The $160 standard medical deduction for older and disabled Arizonans

If someone in your household is 60 or older or gets disability benefits, out-of-pocket medical costs over $35 a month lower your countable income. From October 1, 2026, costs from $35.01 to $195 earn a flat $160 deduction, and costs above $195 are deducted in full, minus $35.

Costs that count include prescriptions, Medicare and insurance premiums, dental care, rides to the doctor, dentures, glasses, hearing aids and a service animal. DES asks for proof when the household total is over $35.

Arizona's cooling and heating utility allowance

DES uses a fixed utility allowance, not your actual bill, in the shelter deduction. From October 1, 2026, the Standard Utility Allowance is $335 for 1 to 3 people and $454 for 4 or more if you pay for heating or cooling, including an evaporative cooler or room air conditioner.

Households with two other utilities, such as non-cooling electricity and trash, get $154 or $208. If your only utility is a phone, the allowance is $46. Report any heating or cooling cost on your application, since it raises the deduction.

Keeping your Quest card safe: freezing, replacements and theft

Check your balance and last 60 days of purchases in the free ebtEDGE app or at ebtedge.us, and freeze the card there when you are not shopping. DES suggests changing your PIN the day before benefits arrive each month. Arizona EBT cards are not insured.

Report a lost or stolen card to FIS at 1-888-997-9333 right away. Your first replacement card each calendar year is free, and each one after that costs $5. Four or more replacements in 12 months trigger fraud monitoring.

Federal law let DES replace skimmed or cloned benefits only for thefts through December 20, 2024, and the last day to report them in Arizona was February 4, 2025. Benefits stolen after that cannot be replaced.

Which Arizona adults face the three-month limit

Under H.R. 1, Arizona applies the time limit to adults 18 to 64. Arizona uses one fixed three-year period for everyone, January 1, 2025 to December 31, 2027. Without an exemption or qualifying hours, an adult gets 3 full months in that period, and a prorated first month does not count.

To keep benefits, work at least 20 hours a week (80 a month) in paid, self-employed, volunteer or in-kind work, or spend 20 hours a week in SNAP CAN, a WIOA program or a veterans training program. Working 30 hours a week or earning $217.50 a week also exempts you.

Other exemptions include caring for a child under 14 or an incapacitated person at home, pregnancy, being unfit for work, getting or applying for unemployment, half-time school, and being an Indian, Urban Indian or California Indian. Report a drop below 80 hours by the 10th of the next month on form FAA-1530A.

Yuma County and six reservations: where the time limit is waived

USDA approved Arizona's waiver on March 12, 2026, for March 1, 2026 to February 28, 2027. It covers Yuma County, where unemployment averaged 13.0% from June 2024 to May 2025, plus the Cocopah, Hualapai, Maricopa (Ak Chin), Salt River, San Carlos and Pascua Pueblo Yaqui reservation areas.

If you live in one of these areas and meet no other exemption, the three-month limit does not apply to you while the waiver lasts. DES applies this geographic exemption last, after checking every other exemption.

SUN Bucks for Arizona students in summer

SUN Bucks gives a one-time $120 for each eligible school-age child, run with the Arizona Department of Education. Families already getting Nutrition or Cash Assistance get it on their existing EBT card, and other eligible families are mailed a card. Summer 2026 benefits went out in June.

Students at a National School Lunch Program school who were not automatically eligible could apply until August 3, 2026. SUN Bucks expire 122 days after they are made available, so keep the card for next summer. Questions go to the SUN Bucks hotline at 1-833-648-4406.

Challenging a DES decision: HEAplus, form FAA-0098A and a pre-hearing meeting

For Nutrition Assistance you have 90 days from the date on the decision notice to ask for an appeal. You can ask in your HEAplus account, on the Fair Hearing Request Form (FAA-0098A), with the form sent with your notice, in writing, or by asking DES verbally.

Ask within 10 days of the notice to keep benefits during the appeal, unless your application was denied or your approval period ended. DES first offers a pre-hearing meeting, and an Administrative Law Judge hears the case if it is not resolved. If you lose, you may have to repay benefits.

Only in Arizona

What DES checks: proof, card use and purchase rules

Arizona has no SNAP food restriction waiver. USDA FNA's waiver list, updated October 13, 2026, shows none for Arizona, so soda, candy and energy drinks can still be bought with your Quest card. Alcohol, tobacco, vitamins, medicine, pet food and most hot foods stay off limits, as in every state.

Since September 2, 2025, DES no longer accepts your own written statement as proof. Send real documents, such as pay stubs, last month's full bank statement, proof of rent and utility bills. Upload them in HEAplus or MyFamilyBenefits, or mail them to PO Box 19009, Phoenix, AZ 85005-9009.

You can use the Quest card outside Arizona. Renewal dates range from three months to two years after approval, and DES mails a letter when it is time to renew. You can track your case, report changes and download proof of eligibility on MyFamilyBenefits.

Assets: Most Arizona households have no resource test: DES treats expanded categorically eligible households, those at or under 200% of poverty, as meeting the resource rule.

Households that categorical eligibility does not cover can have up to $3,000, or $4,750 from October 1, 2026 if a member is 60 or older or disabled.

  • Restaurant Meals ProgramIf every person in your Nutrition Assistance household is disabled, 60 or older, or homeless, or is the spouse of an eligible member, your Quest card already works for prepared meals at participating restaurants. DES updates the restaurant list quarterly, and restaurants should not charge sales tax on these meals.Official page
  • Double Up Food BucksNutrition Assistance shoppers can take home twice as many fruits and vegetables at select Arizona farmers markets, Community Supported Agriculture sites, farm stands and corner stores.Official page
  • SNAP CAN employment and trainingThe SNAP Career Advancement Network is Arizona's free job readiness program for Nutrition Assistance recipients who do not also get Cash Assistance.
