Quick answer: North Dakota Health and Human Services runs SNAP, and applications go through its Self-Service Portal.

Signing the application makes most households broad-based eligible: gross income up to 200% of poverty, $5,500 a month for four from October 1, 2026, with no asset test and no net test. Ongoing cases are paid on the 1st, and sweetened drinks and candy are blocked from November 1, 2026.

Eligibility

One 200% gross line, and no net test for most households

These are the 200% figures from Appendix B of the HHS SNAP Policy Manual, in force from October 1, 2026. For a household that signs the application and has no disqualified member, this column is the only income ceiling. A household left outside BBCE is measured at 130% first, then on net income.

North Dakota SNAP gross and net monthly income limits and maximum monthly benefit by household size
HouseholdGross limit (200%)Net limitMax benefit
1 person$2,660$1,330$306
2 people$3,608$1,804$562
3 people$4,554$2,277$808
4 people$5,500$2,750$1,023
5 people$6,448$3,224$1,217
6 people$7,394$3,697$1,463
7 people$8,340$4,170$1,616
8 people$9,288$4,644$1,841

Each extra person adds $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: HHS SNAP Policy Manual, Appendix B: Table of Standards (Release 26.7, effective October 1, 2026). Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 30, 2026.

BBCE shuts out a household with anyone barred after an intentional violation finding, wanted as a fleeing felon or for a parole breach, or convicted of double dipping, swapping SNAP for guns or drugs, or selling $500 or more. Such households must stay under 130%: $1,729 for one, $3,575 at four people.

Copied from Appendix B of the HHS SNAP manual, Release 26.7, which adds $948 for each person past eight. The HHS SNAP web page prints the same column but shows $9,228 for eight people; we use the manual's $9,288. The same appendix sets the utility allowance at $802.

Appendix B skips the gross test for any household with someone disabled or aged 60 or older, counted from the month the person turns 60. If such a household is over the 200% line, HHS tests it again under regular rules: the 100% net limit, $2,750 for four, and the asset cap.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

A Bismarck household of five: $5,200 a month from two paychecks, $1,300 monthly rent, plus a gas heating bill they pay apart from the landlord
  1. 1Their $5,200 is past $4,191, the 130% mark for 5 people, yet under $6,448, the 200% ceiling HHS uses for anyone who signs the application. Because they owe their own heating bill, the manual adds its $802 heating-level utility standard on top of $1,300 rent.
  2. 2HHS sets aside $1,040 (20% of earnings), then takes off $268, the flat amount for five people, arriving at $3,892. Housing costs, $2,102 once the allowance joins the rent, exceed $1,946 (50% of $3,892) by $156; that whole gap becomes a shelter deduction.
  3. 3Countable income ends at $3,736, over the $3,224 100% line for five. North Dakota lets that slide: the manual excuses BBCE homes from the net test, and for three or more people the only bar is that 30% of net, $1,121, stays below the $1,217 allotment cap. Roughly $96 posts on the 1st of each month.

Work through the SNAP deductions one at a time.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.

Payment schedule

Every ongoing case is paid on the 1st of the month

North Dakota does not stagger deposits. Ongoing households get their benefits on the 1st of each month, even when the 1st falls on a weekend or holiday. A new household receives a notice from its human service zone office saying when the first benefits will be ready.

The ebtEDGE app shows your deposit history and benefit schedule. Benefits carry over from month to month, but money left untouched for 274 days is removed. A first card arrives in 7 to 10 business days.

Get started

Self-Service Portal, form SFN 405, or a human service zone office

Create a North Dakota login in the Self-Service Portal and apply there; the same portal handles reviews later. You can also print the Application for Assistance (SFN 405) and return it to the Customer Support Center or a human service zone office, or ask HHS to mail you one.

HHS interviews one adult in the household, someone over 18, or an authorized representative you name. It can happen in person, by phone or on a home visit. Miss it and you get a Notice of Missed Interview, which gives you until the 30th day after you applied to finish it.

Mention any heating or cooling bill you pay apart from rent: under the manual, that is what earns the $802 utility allowance instead of a smaller one. Adults under the work rule should keep pay stubs or a letter from a school, training or volunteer program ready.

HHS has 30 calendar days to decide a regular application. It must issue benefits within seven calendar days if gross monthly income is under $150 with $100 or less in liquid resources, or if income plus liquid resources fall short of rent or mortgage plus the utility allowance.

Sweetened drinks, energy drinks and candy leave the EBT list on November 1, 2026

USDA approved North Dakota's Healthy Choice Waiver on December 10, 2025, for two years from September 1, 2026, then a revised item list on April 22, 2026. The state then asked to move the start to November 1, 2026, the date FNA now lists. A June 2026 court order vacating other waivers left North Dakota alone.

The block covers drinks with 5 grams or more of added sugar, any artificial sweetener, or under 50% fruit or vegetable juice, including drink mixes. Energy drinks with 65 mg or more of caffeine per 8 ounces, or stimulants like guarana or taurine, are out too, as is candy from chocolate bars to gummies and licorice.

HHS's own chart puts soda, sweetened tea and lemonade, sports drinks, sweetened bottled coffee and electrolyte tablets on the blocked side. Milk and milk substitutes, baby formula, 100% juice, unsweetened seltzer, granola and protein bars, and baking items such as honey or chocolate chips stay allowed.

The rule follows the store, not the card. Another state's card faces the same limits at North Dakota registers, and a North Dakota card used elsewhere follows that state's rules. Online orders delivered to a North Dakota address are blocked too. A blocked item can still be bought with cash or a debit card.

Why the 200% line is the only income test most North Dakota households face

Broad-based eligibility in North Dakota rides on a TANF Information and Referral brochure, DN 246, or the application guidebook. Everyone who signs the Application for Assistance or a review form, on paper or in the portal, is authorized for those referral services, and that alone makes the household BBCE.

A BBCE household must pass the 200% gross limit but not the 130% gross test or the 100% net test. For three or more people, the case is denied only if 30% of net income is more than the maximum allotment. One and two person BBCE households get at least the minimum benefit.

A household with an elderly or disabled member that fails the 200% line is not dropped. HHS tests it a second time under regular SNAP rules, which bring back the asset test and the 100% net limit but skip the gross test.

Between reviews, three changes have to be reported by the 10th

Every North Dakota SNAP case is on simplified reporting. Report it when gross monthly income goes over 130% of poverty for your household size, when someone wins $4,750 or more from a lottery or gambling, or when a time-limited adult's work hours fall below 20 a week. The deadline is the 10th of the next month.

Households where every member is elderly or disabled and no one has earnings are certified for 12 months; everyone else gets 6. A review form filed between the 1st and 15th of the last certification month is on time, and an interview is required at least once every 12 months.

Rolette County and Turtle Mountain now fall under the work proof rule

Federal changes in fall 2025 moved new groups under the work rule: adults 55 to 64 without dependents, people experiencing homelessness, veterans, young adults formerly in foster care, parents whose youngest child is 15 or older, and residents of Rolette County and the Turtle Mountain Reservation, as HHS lists them.

HHS exempts people working 20 hours a week, those unable to work, people in drug or alcohol treatment, half-time students, pregnant people, and members of federally recognized American Indian or Alaska Native tribes. Others in the proof groups must show pay stubs or an activity letter after 3 months.

Short on hours? The Customer Support Center at 866-614-6005 can refer you to an employment and training partner, which can also help pay for transportation, work clothes, tools, licenses and school supplies.

Refugees and asylees lost SNAP on December 1, 2025

Refugees, asylees and Special Immigrant Visa holders no longer qualify for SNAP in North Dakota, and HHS says the cut took effect at once on December 1, 2025, not at each household's six-month review. People who entered under those statuses and have since become permanent residents should report it to keep benefits.

HHS says people who entered as refugees in the last five years and adjusted to permanent residence are eligible. Benefits stopped in December 2025 under a permanent-resident rule that later changed resumed automatically, with back benefits. Children who are U.S. citizens can still qualify, and WIC stays open.

Skimmed benefits are not replaced, so lock the card yourself

Since the American Relief Act was signed on December 21, 2024, North Dakota no longer replaces SNAP stolen by card skimming or cloning. If it happens, HHS asks you to file a police report and call the Customer Support Center at 866-614-6005.

You can freeze or cancel the card and block out-of-state purchases in the ebtEDGE app, at ebtedge.com, or through the helpline at 800-630-4655. HHS also suggests a PIN that is hard to guess, a new PIN with each new card, skipping self-checkout lanes, and checking your balance often.

SNAP appeals go to the Office of Administrative Hearings

Fill out form SFN 162, Request for Hearing, and email it to dhslau@nd.gov with any papers that back you up. For SNAP you can also ask in writing, by phone, online, by mail or in person, within 90 days of the notice date.

Ask within 10 days of the notice date and the change is held, so benefits stay at their current level until a decision. If you lose, the extra benefits can be recovered. A hearing officer sets the time and place, and the written SNAP decision comes from the Office of Administrative Hearings.

Savings, cards and other North Dakota specifics

Since June 2026, new cards show a North Dakota landscape and the words North Dakota EBT. Older cards with the State Capitol picture keep working, so there is no need to swap one that still swipes.

Human service zone offices do not hand out EBT cards. A first card comes by mail, and a replacement is ordered through the ebtEDGE app, ebtedge.com or 800-630-4655. After four cards in 12 months, the account is watched for possible fraud.

HHS says scam texts claim people were chosen to receive SNAP. Never reply with a Social Security number, bank details or card PIN; call your human service zone office if you are unsure, and report fraud to 701-328-2332 or dhseap@nd.gov.

No savings test once you sign the application: The manual lets BBCE households skip the resource test entirely. Outside BBCE the cap is $3,000, or $4,750 once the household counts a member 60 and up or with a disability; Release 26.7 lifted that second cap from $4,500 on October 1, 2026.

A member barred for the work rule or a missing SSN keeps BBCE, but that person's own assets are tested.

Work rules: Adults 18 through 64 with no child under 14 in the SNAP household must work or join a work program at least 20 hours a week, averaged monthly, to keep SNAP past three months in a rolling 36-month period. NDWORKS, the state's employment and training program, is voluntary.

  • NDWORKS employment and trainingRun with Community Options, NDWORKS asks for 12 hours a month of job search or job search training, 30 hours a week of work, or enrollment in school, plus weekly contact with a service coordinator. Open SNAP cases can be reimbursed for bus fare or gas, work clothes and tools, licensing fees and books.Official page
  • Double Up Dakota BucksNDSU Extension's incentive matches SNAP spending dollar for dollar in Bucks that buy fruits and vegetables. Markets taking part include those in Bismarck, Minot, Fargo, Grand Forks, Wahpeton, Rolette and Fort Totten. Match limits vary, so ask the market before you shop.Official page
  • Replacing food lost to a storm, fire or outageHHS replaces SNAP food destroyed by fire, flood, tornado, a power loss of at least 4 hours or another misfortune, up to that month's benefit. Report it within 10 days of the loss, then return form SFN 270 within 10 days of reporting. For an outage, a notice from the power company works as proof.Official page

Frequently asked questions

North Dakota SNAP questions, answered from the HHS manual

From October 1, 2026, gross monthly income can reach 200% of poverty: $2,660 for one person, $3,608 for two, $4,554 for three and $5,500 for four. Households that qualify through BBCE do not also have to pass the 100% net test.

Not for BBCE households, which covers nearly everyone who signs the application. A household outside BBCE is limited to $3,000 in countable resources, or $4,750 when a member is elderly or disabled, under the HHS manual from October 1, 2026.

The 1st of every month for ongoing cases, even on a weekend or holiday. The state does not stagger deposits by name or case number. New households get a notice from their human service zone office saying when the first benefits will be available.

Not from November 1, 2026, the start date FNA lists for the Healthy Choice Waiver. Sweetened drinks, energy drinks and candy are blocked at North Dakota stores. Milk, 100% juice, unsweetened drinks, granola bars and baking items such as chocolate chips stay allowed.

Within 30 days for a regular application. If your gross monthly income is under $150 and you have $100 or less in liquid resources, or your income plus cash will not cover rent and utilities, HHS must have benefits ready within seven calendar days.

Every 6 months for most households, or every 12 months when all members are elderly or disabled with no earnings. Between reviews, report income above 130% of poverty, lottery or gambling wins of $4,750 or more, or work hours under 20 a week by the 10th of the next month.

No. HHS stopped replacing skimmed or cloned benefits after the American Relief Act was signed on December 21, 2024. File a police report, then freeze the card and block out-of-state use in the ebtEDGE app or at 800-630-4655.

Not anymore. Refugees, asylees and Special Immigrant Visa holders lost SNAP on December 1, 2025. Those who have since become permanent residents can be eligible and should report the change, and U.S. citizen children in the home can still qualify.

Ask within 90 days of the notice date, in writing, by phone, online, by mail or in person, or email form SFN 162 to dhslau@nd.gov. Asking within 10 days keeps your current benefit in place. The Office of Administrative Hearings issues the written decision.
