Quick answer: In South Carolina, the Department of Social Services (DSS) runs SNAP through county offices.
Most households need gross income at or under 130% of poverty, $3,575 a month for four from October 1, 2026. Benefits load on the SC EBT card from the 1st to the 19th, by your case number.
Eligibility
DSS's FAQ table is a year old: the real South Carolina SNAP limits
Gross monthly income (before taxes) must be at or under the gross limit for your household size. Net income (after deductions) must be under the net limit. Maximum benefits apply from October 1, 2026.
| Household | Gross limit (130%) | Net limit | Max benefit |
|---|---|---|---|
| 1 person | $1,729 | $1,330 | $306 |
| 2 people | $2,345 | $1,804 | $562 |
| 3 people | $2,960 | $2,277 | $808 |
| 4 people | $3,575 | $2,750 | $1,023 |
| 5 people | $4,191 | $3,224 | $1,217 |
| 6 people | $4,806 | $3,697 | $1,463 |
| 7 people | $5,421 | $4,170 | $1,616 |
| 8 people | $6,037 | $4,644 | $1,841 |
Each extra person adds $616 to the gross limit, $474 to the net limit and $225 to the maximum benefit.
Gross limit rule: USDA FNA FY2027 income standards. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 13, 2026.
DSS states SNAP limits as 130% of poverty for gross income and 100% for net income. Its FAQ table still shows last year's amounts ($3,483 a month for four), so the figures above are USDA's 130% table for October 1, 2026 to September 30, 2027.
A household with a member 60 or older or disabled only has to meet the 100% net income limit.
Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.
Your amount is the maximum for your household size minus 30% of your net income. See the math with examples.
| Gross income vs. the limit | $1,500 (limit $2,960) |
|---|---|
| After the 20% earnings deduction | $1,200 |
| After the $217 standard deduction | $983 net (limit $2,277) |
| 30% of net income | $295 |
| Monthly benefit | $808 max minus $295 = about $513 |
The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies. From November 1, 2026, also candy, soft drinks, energy drinks and sweetened beverages bought in South Carolina. Diet and zero sugar sodas stay allowed.
Payment schedule
Why your case number's last digit can mean the 11th, not the 1st
South Carolina loads SNAP on the same day each month, between the 1st and the 19th, based on the last digit of your case number.
Even digits get the matching day (2 on the 2nd, 0 on the 10th) and odd digits get 10 days later (1 on the 11th, 9 on the 19th). New cases get benefits the day after approval.
| Last digit of case number | Benefits arrive |
|---|---|
| 1 | 11th |
| 2 | 2nd |
| 3 | 13th |
| 4 | 4th |
| 5 | 15th |
| 6 | 6th |
| 7 | 17th |
| 8 | 8th |
| 9 | 19th |
| 0 | 10th |
If you have gotten SNAP without a break since before September 1, 2012, your day is the plain digit instead: 1 on the 1st, 3 on the 3rd, 0 on the 10th. Your case number is in the top right corner of every DSS notice.

Interview and processing time
A DSS caseworker interviews you and checks your information. You can ask any county office for a face-to-face interview.
DSS says approved applicants start getting SNAP within 30 days of applying, and expedited benefits begin within seven days.
How to apply for SNAP in South Carolina: DSS Benefits Portal, county office, mail or fax
Apply online on the DSS Benefits Portal, in person at your county DSS office, or by mail or fax to your county office using the paper application, DSS Form 3800, in English or Spanish. The portal's Am I Eligible tool gives a rough idea first, but only your county office makes the final decision.
DSS accepts an application once it has your name, your address and a household member's signature, so fill in the rest as best you can. Have ID, Social Security numbers, the last four weeks of pay stubs, and your lease, rent or mortgage receipts and utility bills ready.
Track your application on the portal, which sends status updates by text and email, or call the DSS Connect Call Center at 800-616-1309. DSS asks you to allow up to 30 days.

Need food now? South Carolina's 7-day expedited SNAP
DSS starts expedited benefits within seven days of your application. You qualify if your gross monthly income is under $150 and your cash and bank money is $100 or less, or if your gross income plus cash on hand is less than your rent or mortgage and utilities.
A household with a destitute migrant or seasonal farm worker and $100 or less in liquid resources also qualifies.

Simpler SNAP for SSI recipients and adults 65 and older
Under the South Carolina Combined Application Project (SCCAP), people who get SSI can get SNAP without applying at a DSS office. You qualify if you get SSI, have no earned income, and live alone or buy and cook your food separately from others. SCCAP pays a set amount each month.
The Elderly Simplified Application Project (ESAP) is for households where everyone is 65 or older, with no earned income and no one on SCCAP. You still complete an interview when you apply and reapply. Call 888-898-0055 for ESAP help.
Mail either form to SCCAP or ESAP, South Carolina Department of Social Services, PO Box 100203, Columbia, SC 29202. If you are eligible, benefits count from the date your application is filed.

Healthy Food SC: no candy or sugary drinks with SNAP from November 1, 2026
Starting November 1, 2026, SNAP cannot buy candy, soft drinks, energy drinks or sweetened beverages at stores in South Carolina. USDA approved the waiver on December 10, 2025 for two years, first effective August 31, 2026; DSS and USDA now list November 1, 2026. All SC households are included.
Diet and zero sugar sodas stay allowed. So do protein and granola bars, baking items, bakery goods, milk drinks, drinks that are at least 50% juice with no added sweetener, sports drinks, plain carbonated water and infant formula. Coffee and tea do not count as energy drinks.
The limits apply at every SNAP store in South Carolina, including to cards from other states. At checkout, the register asks you to pay for a restricted item another way. The change does not affect WIC foods or your benefit amount.

SC EBT card: online and out-of-state block, PIN and stolen benefits
Since April 28, 2026, every SC EBT card is set to block high-risk transactions, so it cannot be used online or outside South Carolina. To shop online or out of state, unlock it on ConnectEBT.com, the ConnectEBT app, or by calling 800-554-5268, and pick a 30, 60 or 90 minute auto re-lock.
Set text or email alerts for new transactions in ConnectEBT, and change your PIN often, at least once a month before your benefits load. A replacement card needs a new PIN, because your old PIN does not carry over.
If benefits are stolen, call 800-554-5268 to cancel your card. Federal replacement of SNAP stolen by skimming, cloning or other electronic theft ended December 20, 2024, so set alerts and lock your card.

South Carolina SNAP work rules and SNAP2WORK
DSS announced on February 2, 2026 that the H.R. 1 work rules had taken effect. Able-bodied adults without dependents (ABAWDs) aged 18 to 64 must work or join a work program for at least 80 hours a month, about 20 hours a week, or SNAP stops after three months in a 36-month period. The old upper age was 54.
Adults with a child under 14 in the household are still exempt, but caring for a child 14 to 17 no longer is. The exemptions for veterans, homeless people and young adults 24 or younger who aged out of foster care were removed. Waivers are now allowed only where unemployment is over 10%.
SNAP2WORK, South Carolina's voluntary SNAP Employment and Training program, counts toward the work rule. It offers job readiness, GED and literacy classes, and free training for certificates such as CDL, CNA, phlebotomy and welding, with help for transportation and up to 52 weeks of child care.

If DSS denies, cuts or stops your South Carolina SNAP
Ask for a fair hearing within 90 days of the action. Call 800-311-7220 toll free, 803-898-8080 locally, or TTY 800-311-7219. You can also ask at any time during your certification period if you disagree with your current benefit amount.
The DSS Office of Administrative Hearings tells your county office, which sets up a prehearing conference, and mails you a schedule letter and an evidence packet. Federal rules say a decision is due within 60 days of your request.
To keep your benefits at the old amount while you wait, ask before the change on your notice takes effect, which is at least 10 days after the notice is mailed. If you disagree with the order, you can ask for reconsideration within 10 days or go to the SC Administrative Law Court within 30 days.

Only in South Carolina
South Carolina SNAP carries over month to month, until 274 days pass
In South Carolina, DSS runs SNAP through its county offices, where eligibility caseworkers interview applicants and approve those who qualify. Your case number is in the top right corner of every DSS notice; have it ready when you call 800-616-1309.
Unused SNAP carries over to the next month. After 274 days with no card activity, DSS removes the remaining benefits, and it mails a notice 45 days before that happens.
USDA's Summer EBT map lists South Carolina among the states where Summer EBT (SUN Bucks) is not available, so there was no $120 summer grocery benefit for South Carolina children in 2026.
Assets: Most South Carolina households have no asset limit: USDA's June 2026 chart lists the state's broad-based categorical eligibility with no limit on assets.
Households it does not cover can have up to $3,000, or $4,750 if a member is 60 or older or disabled (DSS's FAQ still shows last year's $4,500).
- Healthy BucksSpend at least $5 of SNAP on fresh produce at a participating Healthy Bucks vendor or farmers market and you get $15 in Healthy Bucks tokens for more fresh fruits and vegetables. The program runs all year, though some markets are seasonal.Official page
