According to KFF's tracker published October 1, 2026, Texas is one of 10 states that have not adopted the ACA Medicaid expansion.
Medicaid, CHIP and Healthy Texas Women
HHS says Medicaid and CHIP cover low-income children, families, seniors and people with disabilities. Because Texas has not adopted the expansion, the ACA's coverage for nearly all adults up to 138% of the poverty line does not apply here.
Healthy Texas Women offers women's health and family planning services at no cost to eligible women. Since July 1, 2026, members have more medication options, though some may need prior authorization first.
The same HHS site runs a Family Planning Program for eligible women and men at little or no cost, plus free breast and cervical cancer screening and diagnostic services for eligible women.

Food benefits on the Lone Star Card

Energy bills: help from a housing agency
The Texas Department of Housing and Community Affairs (TDHCA) runs CEAP, the state's LIHEAP-funded energy program, through local agencies that together cover all 254 counties.
In San Antonio and Bexar County, CPS Energy customers can also ask about REAP, which pays up to $480 a year in bill help to qualifying households.
