Quick answer: In Texas, the Health and Human Services Commission (HHSC) runs SNAP.

Most households qualify with gross income up to 165% of the poverty line, $4,538 a month for four from October 1, 2026, and $5,000 or less in countable resources. Benefits load on the Lone Star Card between the 1st and the 28th.

Eligibility

165%: the Texas SNAP limit, plus a $5,000 resource test

Gross monthly income (before taxes) must be at or under the gross limit for your household size. Net income (after deductions) must be under the net limit. Maximum benefits apply from October 1, 2026.

Texas SNAP gross and net monthly income limits and maximum monthly benefit by household size
HouseholdGross limit (165%)Net limitMax benefit
1 person$2,195$1,330$306
2 people$2,976$1,804$562
3 people$3,757$2,277$808
4 people$4,538$2,750$1,023
5 people$5,319$3,224$1,217
6 people$6,100$3,697$1,463
7 people$6,881$4,170$1,616
8 people$7,662$4,644$1,841

Each extra person adds $781 to the gross limit, $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: Texas Works Handbook C-121 (165% column). Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 11, 2026.

Texas uses broad-based categorical eligibility, so most households face the 165% gross limit. Households it does not cover use 130%: $1,729 a month for one person and $3,575 for four.

How we got the 165% figures: Texas uses the 165% column of its income table, which USDA resets each October. HHSC's table for October 1, 2026 shows the same FY2027 amounts: $2,195 a month for one person and $4,538 for four.

If your household is not categorically eligible, for example because a member is disqualified for an intentional program violation, the 130% gross and 100% net limits apply instead, and a household with a member 60 or older or disabled only has to meet the net limit.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

Your amount is the maximum for your household size minus 30% of your net income. See the math with examples.

Worked example: 3 people, $1,500 a month in wages, no rent or child care costs
Gross income vs. the limit$1,500 (limit $3,757)
After the 20% earnings deduction$1,200
After the $217 standard deduction$983 net (limit $2,277)
30% of net income$295
Monthly benefit$808 max minus $295 = about $513

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies. In Texas, also candy and sweetened drinks since April 1, 2026.

Interview and processing time

After you apply, HHSC tries at least twice to reach you by phone for an interview. If it cannot, it mails Form H1830-FA; call the Flexible Appointment number on it within 7 calendar days (3 business days if you qualify for expedited SNAP).

HHSC must approve or deny your application by the 30th day after the file date.

Texas SNAP application: YourTexasBenefits.com or paper

Apply on YourTexasBenefits.com or in the Your Texas Benefits mobile app, or pick up a paper application at a local HHSC office and return it by mail, fax or in person. Applications that arrive after hours, on weekends or on holidays get the next business day as the file date.

HHSC calls you for the interview and tries at least twice. If you miss the calls, Form H1830-FA gives you a toll-free Flexible Appointment number to call during business hours. If you still do not call, HHSC mails Form H1020-MA-FA with a final date to finish the interview.

Need food now? Texas expedited SNAP

You qualify for expedited SNAP if your household has $100 or less in liquid resources and less than $150 in gross monthly income, if your resources plus income are less than your rent or mortgage and utilities, or if you are a destitute migrant or seasonal farmworker household.

Texas policy is to issue expedited benefits the same day you apply if possible, and no later than the next business day. You must prove your identity first. Most other proof can wait until after your first month of benefits.

Lone Star Card: balance, PIN and lost cards

Check your balance in the Your Texas Benefits app, on YourTexasBenefits.com, or by calling the Lone Star Card Help Desk at 800-777-7328 (7EBT). HHSC does not support other websites or apps for checking your balance, and warns they can expose you to fraud.

You can freeze or unfreeze a lost card in the app, and order a new one in the app or by phone. The replacement card is mailed within seven calendar days, and your PIN and balance move to the new card. You can also ask for a second card for someone you trust to shop for you.

Texas SNAP candy and sweetened drink ban

Since April 1, 2026, SNAP in Texas cannot buy candy or sweetened drinks, in stores or online. Sweetened drinks are water-based drinks with 5 grams or more of added sugar or any artificial sweetener. Candy includes candy bars, gum, taffy, and candied or coated nuts, raisins and fruit.

You can still buy drinks with milk or milk substitutes, drinks with more than 50% juice, drinks with stevia or monk fruit and under 5 grams of added sugar, and medical-grade electrolyte drinks not labeled as sports drinks.

The ban comes from Senate Bill 379, passed in 2025, and a waiver USDA approved in August 2025. When you shop outside Texas, that state's rules apply instead.

TSAP: a simpler track for Texans 60 and older or with disabilities

The Texas Simplified Application Project (TSAP) is for households where every member is 60 or older or gets disability payments, no one has earned income, and no one gets SNAP-CAP. The application is shorter, benefits last three years instead of six months, and there is no interview at renewal.

If you already get SNAP, HHSC checks you for TSAP automatically when you renew. To apply, use YourTexasBenefits.com, a paper application from a local office, or call 2-1-1 (choose a language, then option 2) to have one mailed to you.

SNAP-CAP for SSI recipients 50 and older

SNAP-CAP is a Texas demonstration project for SSI recipients 50 or older who live in Texas and do not get regular SNAP or TSAP. It pays a standard monthly amount set by the shelter costs you report, and an SSI recipient on regular SNAP can choose to switch to SNAP-CAP.

Texas SNAP work rules

Most people 16 to 59 who can work must follow basic work rules: answer the Texas Workforce Commission about SNAP Employment and Training, take a suitable job if offered, and not quit or cut hours below 30 a week without a good reason. Caring for a child under 6 is one exemption.

Adults 18 to 64 who can work and have no one under 14 in the home can get SNAP for only three months in three years unless they work, join a work program, combine the two, or do workfare for 80 hours a month.

Pregnancy, living in a waiver area or a county without SNAP Employment and Training, and being unfit to work are among the exemptions. To get SNAP again within the three years, meet the 80-hour rule for a 30-day period.

Storms and food replacement in Texas

USDA's Texas disaster page lists no Disaster SNAP in 2026. After Tropical Storm Edouard, which began September 1, 2026, USDA waived the 10-day deadline to report SNAP food lost in power outages in 16 counties, including Galveston, Jefferson and Orange.

USDA granted the same reporting waiver after storms in Bexar County in August 2026, in nine counties including Kerr and Uvalde in July 2026, and statewide after the January 2026 winter storm.

If HHSC denies or cuts your Texas SNAP

Ask for a fair hearing within 90 days of the case action date or the effective date on your Notice of Case Action. You can ask in writing, by calling 2-1-1, or at a local HHSC office. Requests after 90 days are reviewed for good cause.

Hearings are usually by conference call, and your Notice of Hearing gives the date, a toll-free number and an access code. The hearings officer decides within 60 to 90 days of your request, depending on the program.

Only in Texas

When Texas counts your car, and when the 165% limit does not apply

Texas certifies most SNAP households for six months at a time, while TSAP households get three years. If you move out of Texas, report it within 10 days by calling 2-1-1 or on YourTexasBenefits.com.

The 165% limit covers households that pass the resource test for TANF non-cash services. A household with a member disqualified for an intentional program violation, or one ineligible because the main wage earner broke a work rule, is not covered and faces the regular limits.

Assets: Texas keeps a resource test even under broad-based categorical eligibility: countable cash and bank accounts plus excess vehicle value must be $5,000 or less. The first $22,500 of your highest-valued vehicle and up to $8,700 of other vehicles are not counted.

Frequently asked questions

Texas food stamps questions: the Lone Star Card, HHSC and TSAP

Texas uses the 165% column of its income table for households that pass its $5,000 resource test: $4,538 a month for four from October 1, 2026.

A household that is not covered, such as one with a member disqualified for an intentional program violation, faces the 130% gross and 100% net limits instead.

HHSC starts from the federal maximum, $1,023 a month for four from October 1, 2026, and takes off 30% of your net income. You must first pass the $5,000 resource test. Eligible one- and two-person households get at least $25, and SNAP-CAP pays SSI recipients 50 and older a standard amount.

Once a month, between the 1st and the 28th. If you were certified on or after May 1, 2023, the last two digits of your SNAP EDG number set the day, from 00 to 03 on the 1st up to 96 to 99 on the 28th. Your award letter (Form TF0001) shows your day.

Dial 2-1-1 and choose option 2 (or call 877-541-7905) for questions about your application or benefit amount. Call the Lone Star Card Help Desk at 800-777-7328 for card problems. Check your balance in the Your Texas Benefits app or on YourTexasBenefits.com.

Since April 1, 2026, Texas SNAP cannot buy candy or sweetened drinks with 5 grams or more of added sugar or any artificial sweetener, in stores or online. Drinks with milk or milk substitutes and drinks with more than 50% juice are still allowed.

Only part of it. The first $22,500 of your highest-valued vehicle and up to $8,700 of other vehicles are not counted. Countable cash and bank accounts plus any excess vehicle value must be $5,000 or less.

No. TSAP is for households where every member is 60 or older or gets disability payments and no one has earned income. Benefits last three years, with no interview at renewal, and HHSC checks current SNAP households for TSAP when they renew.

HHSC tries at least twice to reach you. If it cannot, it mails Form H1830-FA. Call the Flexible Appointment number on it within 7 calendar days, or 3 business days if you qualify for expedited SNAP.

Two rules apply. Most people 16 to 59 who can work must take a suitable job if offered and not quit without good reason. Adults 18 to 64 with no one under 14 in the home must also work or join a work program 80 hours a month, or SNAP lasts three months in three years. Pregnancy is one exemption.
