Quick answer: Kansas calls SNAP Food Assistance, and DCF runs it under a state law that forbids broad-based categorical eligibility.

That keeps the 130% gross line ($3,575 a month for four from October 1, 2026) and a $3,000 savings test. Benefits post by last name between the 1st and the 10th, and candy and soft drinks leave the shopping list on February 15, 2027.

Eligibility

Kansas income tests: 130% gross, 100% net, nothing higher

DCF prints these same three columns in KEESM Appendix F-2 for October 1, 2026 onward. Earnings before any withholding are checked on the left, income after deductions on the right, and no Kansas line sits above either one.

7 people$5,421$4,170$1,616
8 people$6,037$4,644$1,841

Each extra person adds $616 to the gross limit, $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: USDA FNA FY2027 income standards. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 22, 2026.

The figures match DCF's Food Assistance Program Standards sheet (KEESM Appendix F-2), effective October 1, 2026 to September 30, 2027, which runs the table out to 20 people. Kansas is absent from FNA's June 2026 broad-based categorical eligibility chart.

When someone in the home is 60 or older or disabled, Kansas follows the federal rule: only the net limit applies, the savings cap rises to $4,750, and every dollar of shelter cost above half of adjusted income can be deducted.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

A retired couple in Emporia: $1,887 monthly from Social Security, $650 rent plus a heating bill, about $90 a month in prescription copays, and $4,200 in a savings account
  1. 1Both spouses are over 60, so DCF skips the gross test and holds savings to $4,750. The $4,200 passes. Their copays sit between $35 and $175, which earns the flat Kansas medical deduction of $140 rather than DCF tallying each bill.
  2. 2Income of $1,887 drops by the $217 standard deduction and the $140 medical deduction to $1,530. Because they pay for heat, DCF adds the $485 utility allowance to rent, so shelter costs of $1,135 run $370 past half of $1,530.
  3. 3With an older member there is no $769 ceiling, so all $370 comes off, which brings net income down to $1,160. DCF knocks 30% of that, $348, off the $562 top benefit for two, so about $214 would post to their Kansas Benefits Card.

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.

Payment schedule

Benefit day follows your last name, the 1st through the 10th

Kansas loads Food Assistance by the first letter of the primary applicant's last name, across the first ten days of the month. Funds are ready at 6 a.m. on your date, weekends and holidays included, and that date stays the same every month.

Get started

Self-Service Portal or a paper form from a DCF Service Center

File any time of day on the DCF Self-Service Portal, the same account you later use to upload papers and report changes. Prefer paper? Pick up a Food Assistance application at a DCF Service Center, print it from DCF's Helpful Tips page, or call 1-888-369-4777 and ask for one by mail.

After the form arrives, a DCF worker contacts you to complete an interview. An interpreter is free if English is not your first language. Older or disabled applicants who struggle to get around can ask for a home visit or a phone interview, or name an authorized representative.

Have ID such as a driver's license or birth certificate, Social Security numbers, pay and benefit proof, your rent or house payment with insurance and property taxes, child support paid in the last 3 months, and checking and savings statements. Older or disabled members should add medical bills.

DCF warns a regular application can take up to 30 days. Expedited help arrives by the 7th calendar day for households with under $150 of income and no more than $100 in cash and accounts, households whose income and cash fall short of rent and utilities, and destitute migrant or seasonal farmworkers.

Why the Kansas gross line never rises above 130%

Most states let SNAP households skip the asset test and pass a higher gross line through broad-based categorical eligibility. K.S.A. 39-709 tells the DCF secretary not to adopt that option, and says categorical eligibility cannot flow from non-cash or in-kind benefits unless federal law requires it.

The result is a tighter screen: income must clear 130% of poverty and the net line, and savings count. Households where every member gets TANF or SSI can still be categorically eligible, and DCF asks those households to contact their local service center about it.

A flat $140 medical deduction for older and disabled households

Households with a member 60 or older or disabled can deduct medical costs above $35 a month. USDA approved Kansas to give a standard deduction of $140 ($175 minus $35) when the household's ongoing medical bills total more than $35 but no more than $175.

Since a December 2025 policy memo, DCF adds up costs for the whole household, not person by person. A couple with $50 and $75 in monthly bills qualifies for the flat amount; once the total passes $175, DCF uses actual expenses instead.

Candy and soft drinks leave the list on February 15, 2027

USDA's March 4, 2026 letter approved a two-year Kansas demonstration that removes candy and soft drinks from what SNAP can buy, starting February 15, 2027. SUN Bucks follow the same rule, retailers must comply, and no household can opt out. Kansas may ask to extend it.

Kansas law sets the definitions. Candy is sweetened bars, drops or pieces, but anything made with flour that needs no refrigeration is not candy. Soft drinks are sweetened nonalcoholic drinks, except those with milk or a milk substitute or more than 50% juice.

The block runs at the register and online at Kansas retailers, and it covers visitors whose cards come from other states. Registers will ask for another form of payment for a restricted item.

E&T at 18 to 59, the time limit at 18 to 64

Work registrants must accept a suitable job and cannot quit or drop below 30 hours without good reason. Skipping mandatory E&T without good cause costs 3 months of benefits the first time, 6 months the second, and a year for any later failure.

The time limit is 80 hours a month of work, an approved job program or volunteering. You are exempt if you are under 18 or 65 or older, someone in the home is under 14, you are pregnant, or a health condition keeps you from working. State law forbids DCF from even requesting an ABAWD waiver.

Child support and drug felony rules written into Kansas law

A person who will not cooperate with child support services, without good cause, loses Food Assistance until DCF finds they are cooperating. Someone penalized for not cooperating with TANF work programs faces a matching Food Assistance penalty.

A drug felony committed on or after July 1, 2015 bars Food Assistance, but a first offender becomes eligible again by joining an approved treatment program and passing drug tests. That route is not open after a second drug felony.

Simplified reporting: three changes, then the Interim Report

Between reviews, report only three things, by the 10th of the month after they happen: gross income rising past 130% of poverty for your size, a lottery or gambling win of $4,750 or more before taxes, and an ABAWD's hours falling under 20 a week. Side gig income counts too.

Most cases run 12 months with an Interim Report midway; households with only older or disabled adults and no earnings can get 24. Return the report within 10 days of the notice. DCF sends one reminder, and if that is ignored too, the case closes.

Review interviews are by phone unless you ask to meet in person, and should happen by the 15th of the last month. Older or disabled households with no earnings and no reported changes may skip the interview.

Stolen Kansas benefits are not paid back

The federal law that replaced SNAP stolen through skimming or card cloning expired on December 20, 2024, and Kansas has no state money to fill the gap. DCF says plainly that stolen EBT benefits cannot be replaced right now.

The ebtEDGE app and ebtEDGE.com let you freeze the card between trips and block online and out-of-state use. A replacement card takes 5 to 7 business days, with no access to benefits while you wait. DCF and FIS never call or text asking for your PIN.

Asking for a fair hearing on a Food Assistance decision

You may contest any DCF action or loss of benefits from the prior 90 days. A Food Assistance request can be spoken, in person or by phone, or written, and for a spoken request the day you ask counts as the request date.

If DCF receives the request within 10 days of mailing the adverse notice and your review period is still open, benefits keep coming at the old level until the hearing decision, unless the only question is a change in law.

Kansas specifics: seeds, SSI filing, school meals, outreach

Food Assistance can buy vegetable plants and seeds, and DCF lists selected Kansas farmers markets plus several online grocers among the places that take the card.

People who receive or are applying for SSI can file for Food Assistance at a Social Security office when they apply or reapply for SSI, provided everyone in the household is on or applying for SSI.

Once a child is approved for Food Assistance, free school breakfast and lunch follow automatically. If approval comes after the school year starts, tell the school food service office.

Kansas law blocks any federal or state money from paying for TV, radio or billboard ads that promote Food Assistance, so help mostly comes through DCF's SNAP Outreach page and its application partners.

Bank balances still matter here: A Kansas household may keep $3,000 worth of countable resources, or $4,750 when the case includes someone aged 60 plus or a disabled member.

DCF counts cash, checking and savings, U.S. savings bonds, savings certificates, land or buildings other than your home, jointly owned assets, and cars. Your home, life insurance and tradesman tools or farm machinery do not count.

Frequently asked questions

Kansas Food Assistance: questions DCF gets most

Gross monthly income before taxes must be at or below 130% of poverty: $1,729 for one person, $2,345 for two, $2,960 for three and $3,575 for four, plus $616 per extra member, from October 1, 2026. Income after deductions must also fit the net column, $2,750 for four.

Higher lines come from broad-based categorical eligibility, and K.S.A. 39-709 directs DCF not to adopt it. So Kansas keeps the federal 130% gross test and the $3,000 asset limit ($4,750 with a member 60 or older or disabled).

It depends on the first letter of the primary applicant's last name: A or B on the 1st, C or D on the 2nd, and so on to W through Z on the 10th. Benefits are available at 6 a.m., even on weekends and holidays.

Until February 15, 2027, yes. From that date a two-year USDA-approved waiver stops SNAP and SUN Bucks from buying candy and soft drinks at Kansas stores and online, including for shoppers carrying another state's card.

From October 1, 2026, DCF lists $306 for one person, $562 for two, $808 for three and $1,023 for four. DCF subtracts 30% of net income from that maximum, and an eligible household of one or two gets at least $25.

Recipients aged 18 to 59 with no child under 14 on the case who work fewer than 30 hours a week, unless exempt. A first refusal without good cause stops benefits for 3 months, a second for 6 months, and later ones for a year.

No. The federal replacement provision expired December 20, 2024 and Kansas has no state funds for it. Freeze your card and block online and out-of-state use in the ebtEDGE app, and call 1-800-997-6666 to report theft and order a new card.

Yes. With a member 60 or older or disabled, there is no gross income test, shelter costs are deducted without the $769 cap, and medical bills over $35 a month count. Totals up to $175 get a flat $140 deduction.

90 days from the action. You can ask for a fair hearing by phone, in person or in writing. If DCF gets the request within 10 days of mailing the notice, your benefits stay the same until the hearing decision.
