Quick answer: In North Carolina, SNAP is called Food and Nutrition Services (FNS), and county DSS offices handle it.

Most households qualify with gross income up to 200% of the poverty line, $5,500 a month for a family of four from October 1, 2026. Benefits post from the 3rd to the 21st. Apply on ePASS.

Eligibility

Why most North Carolina FNS households get a 200% limit

Gross monthly income (before taxes) must be at or under the gross limit for your household size. Net income (after deductions) must be under the net limit. Maximum benefits apply from October 1, 2026.

North Carolina Food and Nutrition Services (FNS) gross and net monthly income limits and maximum monthly benefit by household size
HouseholdGross limit (200%)Net limitMax benefit
1 person$2,660$1,330$306
2 people$3,608$1,804$562
3 people$4,554$2,277$808
4 people$5,500$2,750$1,023
5 people$6,448$3,224$1,217
6 people$7,394$3,697$1,463
7 people$8,340$4,170$1,616
8 people$9,288$4,644$1,841

Each extra person adds $474 to the net limit and $225 to the maximum benefit.

Gross limit rule: NC FNS manual 360: income limits effective October 1, 2026. Net limits and maximum benefits: USDA Food and Nutrition Administration FY2027 standards. Verified October 11, 2026.

North Carolina uses broad-based categorical eligibility, so most households face the 200% gross limit. Households it does not cover use 130%: $1,729 a month for one person and $3,575 for four.

The 200% figures are NCDHHS's own, from section 360 of its FNS manual, effective October 1, 2026; each extra person adds $948. NCDHHS's main FNS web page still lists last year's maximum benefits ($994 for four), so the benefit column uses the FY2027 amounts.

Households that expanded categorical eligibility does not cover use the 130% gross and 100% net limits, and a household with a member 60 or older or disabled only has to meet the net limit.

Meeting the income limit does not guarantee benefits. Your amount is figured from net income after deductions, so a household near the limit may get a small benefit or none.

Your amount is the maximum for your household size minus 30% of your net income. See the math with examples.

Worked example: 3 people, $1,500 a month in wages, no rent or child care costs
Gross income vs. the limit$1,500 (limit $4,554)
After the 20% earnings deduction$1,200
After the $217 standard deduction$983 net (limit $2,277)
30% of net income$295
Monthly benefit$808 max minus $295 = about $513

The card pays for groceries and seeds or plants that grow food, not alcohol, tobacco, vitamins, hot prepared food, pet food or household supplies.

Odd days from the 3rd: when FNS reaches North Carolina EBT cards

North Carolina loads benefits on the same day every month, after 6 a.m., based on the last digit of your Social Security number: 1 on the 3rd, then every other day up to 0 on the 21st. With no Social Security number, benefits load on the 3rd. Weekends and holidays do not change the date.

Interview and processing time

If you apply online, a county case worker contacts you within a few days for an interview in person, by phone or by video. If you apply at the DSS office, you can be interviewed during your visit or later.

It can take up to 30 days to get your EBT card; benefits count from the day DSS got your application.

North Carolina FNS application: ePASS, in person or by mail

Apply on ePASS (you may need to create an account first), in person at your county DSS office, or by mailing paper form DSS-8207 to your county DSS. You can also drop off a paper application at the office. Benefits start from the day DSS gets your application, even if it is not complete.

Bring what you can: ID, Social Security numbers and birthdates for everyone, proof of income, cash and bank amounts, and monthly bills such as child care, child support and disabled adult care. Medical bills count for anyone over 60 or disabled. Missing papers should not stop you from applying.

Need food now? North Carolina expedited FNS

You qualify for expedited service if your household has less than $150 in monthly gross income and $100 or less in cash and bank accounts, or if your income and cash together are less than your rent or mortgage plus utilities. Destitute migrant or seasonal farmworker households with $100 or less also qualify.

North Carolina sets a tighter clock than the federal 7 days: county DSS offices must approve expedited applications by the 4th calendar day after you apply, so you can use your EBT card and benefits no later than the 7th day.

Simplified Nutritional Assistance Program for SSI recipients 65 and older

This demonstration project is for people who get SSI, are 65 or older, live in North Carolina outside an institution, and buy and prepare food separately from others in the home. Every case is a one-person household, and married people living together cannot be separate households.

Income and deductions are not counted. The monthly amount depends only on housing cost: $104 with no rent or mortgage, $145 for $0.01 to $199 a month, and $170 for $200 or more. Cases are certified for 36 months.

NC finds likely applicants through a monthly SSI data match and mails them an application, processed within 30 days. A regular FNS case switches over automatically when the simplified amount is the same or higher.

North Carolina FNS work rules for adults 18 through 64

Since December 1, 2025, adults 18 through 64 (it was 18 through 54) must work, volunteer or take part in a work program 80 hours a month, or qualify for an exemption. Otherwise they can get FNS for only three months in a 36-month period.

Exemptions for veterans, people experiencing homelessness and young adults who aged out of foster care ended, and the child exemption now covers only a child under 14. Disability benefits from any source, including VA disability at any rating, and pregnancy still exempt you.

If you meet the rule and your hours drop below 80 in a month, report it by the 10th of the next month. More Than a Job NC offers free job training, education and work programs.

Noncitizen rules changed February 1, 2026

Refugees, asylees, people granted withholding of removal and most parolees no longer qualify on those statuses alone. Citizens, U.S. nationals, Cuban and Haitian entrants, citizens of Micronesia, the Marshall Islands or Palau, and green card holders who met (or are exempt from) the 5-year wait can still qualify.

If you get FNS now, you keep it until your next recertification, when DSS reviews your status. Only people applying need to show immigration documents, and eligible members of the household keep their benefits.

Disaster SNAP after Hurricane Helene

D-SNAP benefits were good for up to nine months. People already on FNS did not need a D-SNAP application and could get extra help without one.

Only in North Carolina

Six-month recertification and no soda limits on North Carolina FNS

In North Carolina, SNAP goes by Food and Nutrition Services (FNS), and county Departments of Social Services (DSS) take applications. NC also runs a separate Simplified Nutritional Assistance Program for older SSI recipients, which shares the SNAP name but is not the regular program.

Most FNS households must recertify every six months. You can recertify and report changes online on ePASS. If your recertification needs an interview, your case worker schedules it, and benefits cannot be issued until it is done.

North Carolina has no SNAP soda or candy restriction: USDA lists no North Carolina food restriction waiver. FNS cannot buy beer, wine, liquor, cigarettes, nonfood items such as pet food and soap, vitamins and medicines, or hot and prepared foods.

Assets: Most North Carolina households pass the resource test automatically: every state-approved application carries the notice of TANF-funded services that makes households at or under 200% categorically eligible.

Other households can have up to $3,000, or $4,750 if a member is 60 or older or disabled.
